AN EMERGENCY ORDINANCE AMENDING T►IE CODE OF
THE CITY OF MIAMI, FLORIDA, AS AMENDED, TO
PROVIDE FOR CHANGING THE NAME OF THE "BUILD-
ING AND VEHICLE MAINTENANCE DEPARTMENT" TO
"GENERAL SERVICES ADMINISTRATION DEPARTMENT";
AND TRANSFERRING THERETO FROM THE FINANCE
DEPARTMENT, THE DIVISION OF PURCHASING AND
_ THE DIVISION OF PROPERTY AND LEASE MANAGE-
MENT; AND PROVIDING WITHIN SAID GENERAL SER-
VICES ADMINISTRATION DEPARTMENT AN "OFFICE
OF MINORITY AND WOMEN BUSINESS AFFAIRS AND
PROCUREMENT", WHICH W.LLL 13E CREATED BY THE
CITY MANAGER: FURTHER TRANSFERRING TO THIS
NEWLY NAMED DEPARTMENT (GENERAL SERVICES
ADMINISTRATION DEPARTMENT), ALL PERSONNEL,
RECORDS, FUNDS AND EQUIPMENT PREVIOUSLY BUD-
GETED TO THE DIVISION OF PURCHASING, AND
THE DIVISION OF PROPERTY AND LEASE MANAGE-
MENT; PROVIDING THAT ALL FUNCTIONS HERETO-
FORE PERFORMED BY THE PURCHASING DIVISION
AND THE PROPERTY AND LEASE MANAGEMENT DIVISION
BE MANAGED AND SUPERVISED BY THE DIRECTOR OF
THE GENERAL SERVICES ADMINISTRATION DEPART-
MENT AND BE ADMINISTERED AS DIVISIONS WITHIN
THE GENERAL SERVICES ADMINISTRATION DEPARTMENT;
WITH THE SUPERVISORS OF SAID DIVISIONS TO BE
APPOINTED BY THE DIRECTOR OF THE GENERAL SER-
VICES ADMINISTRATION DEPARTMENT; MORE PAR-
TICULARLY, BY REPEALING CODE SECTIONS 2-256
THROUGH 2-260 IN THEIR ENTIRETY AND BY ADDING
NEW SECTIONS 2-261, 2-262, and 2-263 TO SAID
CODE: CONTAINING A REPEALER PROVISION AND A
SEVERABILITY CLAUSE.
WHEREAS, Section 19A of the Charter of the City of
Miami, Florida provides that the City Commission may create new
departments, or discontinue any department, or may determine,
combine, and distribute the functions and duties of departments
and sub -divisions, thereof; and
WHEREAS, it is the desire of the City Commission to
exercise such authority and to transfer certain functions and
duties heretofore performed by the Finance Department to the
Building and Vehicle Maintenance Department whose name should
appropriately be changed to the "general services administration
department"; as well as to assign certain other functions to
said newly -designated department;
NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF
THE CITY OF MIAMI, FLORIDA:.
Section 1. Sections 2-256, 2-257, 2-258, 2-259
and 2-260, of the Code of the City of Miami, Florida, as
amended, are hereby repealed in their entirety.
Section 2. New Sections, 2-261, 2-262 and 2-263,
of the Code of the City of Miami, Florida, as amended, are
hereby adopted, as follows;
"Section 2-261 Established.
There is hereby established a department to
be known as the general services administration
department.
Section 2-262. Director;Appointment.
The City Manager is hereby authorized to
appoint a director of the general services
administration department who shall serve
subject to the supervision and control of
the City Manager.
Section 2-263. Power, duties and functions.
Subject to the supervision and control of
the city manager in all matters, the director
of the general services administration depart-
ment shall administer the affairs of the de-
partment which shall include the immediate
direction and control of all staff personnel,
management and supervision of all functions
and responsibilities, including functions and
personnel of the garage; motor pool; property
maintenance; print shop; communication
services, including telecommunication systems;
purchasing, including an "office of minority
and women business affairs and procurement"
which office is to be created by the city
manager; and including property and lease
management."

Section 3. All personnel_, records, and equipment pre-
viously budgeted in the finance department's division of pur-
chasing and in the division of property and lease management
are hereby transferred and assigned to the general services ad-
ministration department.
Section 4. The city manager is hereby authorized to
transfer or cause to have transferred, currently budgeted
funds of the finance department's division of purchasing and
division of property and lease management, to the general
services administration department.
Section 5. All ordinances or parts of ordinances insofar
as they are inconsistent or in conflict with the provisions of
this Ordinance are hereby repealed.
Section 6. If any section, part of section, paragraph
clause, phrase, or word of this Ordinance is declared invalid,
the remaining provisions of this Ordinance shall not be affected.
Section 7. This Ordinance is hereby declared to be an
emergency measure on the grounds of urgent public need for the pre-
servation of peace, health, safety, and property of the City of
Miami.
Section 8. The requirement of reading this Ordinance
on two separate days is hereby dispensed with by an affirmative
vote of no less than 415ths of the members of the Commission.
Section 9. It is the intention of the City Commission
that the provisions of this Ordinance shallbecome a part of the
Code of the City of Miami, Florida, as amended, which provisions
may be renumbered or relettered and that the word "Ordinance" may
be changed to "Section", "Article", or other appropriate word to
accomplish this intention.

IT IS RECOMMENDED THAT AN EMERGENCY ORDINANCE BE PASSED

IN THIS GENERAL SERVICES ADMINISTRATION DEPART-
MENT.
As I have indicated to you in previous correspondence, it is
my desire to consolidate and streamline administrative opera-
tions where appropriate. An initial effort toward this direc-
tion is my recommendation to change the name of the Building
and Vehicle Maintenance Department and establish within my
organization a General Services Administration Department.
Simultaneously to this action, it is appropriate to transfer
the Division of Purchasing and the Division of Property and
Lease Management to this newly named department. This action
is required in order to properly place internal service and
support functions in a common department.
The fundamental rationale of this consolidation is the common
placement of all operating units generating internal services
to City agencies within one department. The uniform manage-
ment of these operating units will eliminate duplication of
effort and will additionally provide a consolidated service
delivery to operating agencies.
There is considerable precedent to support this realignment
_ and consolidation of function. Metropolitan Dade County has
operated a general services department with success for some
time as have numerous other jurisdictions.

Additionally, and in accordance with your previous guidelines, I
am locating the Office of Minority and Women Business Affairs and
Procurement within this General Services Administration
Department. The natural relationship inherent in procurement
processes would dictate that this action be taken. The added
benefit would be a consolidated effort toward accomplishing the
minority procurement goal that you have established.
Finally, as a result of duplication of numerous trades and
maintenance functions in the Operations Division of the Parks
Department and those of the Property Maintenance Division of the
Building & Vehicle Maintenance Department, I am transferring
those parks maintenance functions to the General Services
Administration on a reduced scale.
It is felt that these actions will be initial steps in my program
to bring together an efficient and manageable organization, and
properly address the critical business of the City in a timely
fashion. Also, this administrative realignment will contribute
to the cost saving activities that have been started in other
areas.
It is anticipated that the annualized savings generated from this
consolidation will be substantial and will amount to
approximately $900,000. The anticipated savings will be
generated principally from position reductions and other
realignment of personnel.

CLE MAINTENANCE DEPARTMENT" TO "GENERAL SERV-
ICES ADMINISTRATION DEPARTMENT"; AND TRANSFER-
