Development Revocable License
Agreement 4/5ths Bid Waiver

Allapattah Wynwood Community and Development, Inc. ("AWCD") has been utilizing a portion of the City -
owned real property located at 1500 NW 16 Avenue, Miami, Florida since 1991 for the purpose of providing
low-cost daycare service to are residents and general public. The existing agreement between the City and
AWCD has expired and is on a month -to -month basis. Accordingly, the City is desirous of entering into a new
agreement to have the Provider continue providing those public services.
Please confirm your recommendation that competitive negotiation methods and procedures are not
practicable or advantageous to the City pursuant to the Code of the City of Miami, Florida, as amended due
to the unique services and expertise provided by Allapattah Wynwood Community and Development, Inc. in
connection with their use of the Property for the benefit of the public for the last 31 years
In light of the above, DREAM respectfully requests approval of a waiver of the formal requirements of
competitive sealed bidding methods as not being practicable or advantageous to the City as set forth in
Section 18-85(a) of the City Code or Ordinances, as amended, the affirmation of these written findings, and
recommendation to the City Commission for ratification by a four -fifths affirmative vote.
