W. 27TH AVENUE - A GATEWAY TO COCONUT GROVE: A PLANNING STUDY OF DEVELOPMENT AND TRAFFIC IMPACTS (AUGUST, 1985) TO THE FLORIDA DEPARTMENT OF COMMUNITY AFFAIRS FOR COMMENT AND FURTHER ESTABLISHING PUBLIC HEARING DATES FOR CONSIDERATION OF AN ORDINANCE AMENDING THE MIAMI COMPREHENSIVE NEIGHBORHOOD PLAN FOR THE SUBJECT PROPERTIES FROM MODERATE TO HIGH DENSITY RESIDENTIAL DESIGNATION TO RESIDENTIAL/COMMERCIAL DESIGNATION ON S. W. 27TH AVENUE FROM BIRD ROAD TO TIGERTAIL AVENUE AND FROM LOW TO MODERATE RESIDENTIAL DESIGNATION TO MODERATE DENSITY RESIDENTIAL DESIGNATION EAST OF CENTER STREET, FROM BIRD ROAD TO DAY AVENUE, AND WEST OF S. W. 27TH AVENUE FROM COCONUT AVENUE TO APPROXIMATELY 100 FEET NORTH OF BIRD AVENUE; AND LOW DENSITY RESIDENTIAL DESIGNATION TO RESIDENTIAL COMMERCIAL DESIGNATION FOR PROPERTY, APPROXIMATELY 100- X 200- IN SIZE, FRONTING ON THE EAST SIDE OF S. W. 26TH AVENUE, BETWEEN S. W. 27TH LANE AND S. W. 28TH STREET; SAID DATES BEING THURSDAY, APRIL 24, 1986 AFTER 5:00 P.M. FOR FIRST READING AND THURSDAY, MAY 8, 1986 AFTER 5:00 P.M. FOR SECOND READING. WHEREAS, on December 18, 1985, the Planning Advisory Board by Resolution PAB 69-85 by a vote of 5 to 3 recommended approval in principal of "S. W. 27th Avenue - A Gateway to Coconut Grove: A Planning Study of Development and Traffic Impacts" (August, 1985), which proposes certain zoning actions and transportation improvements in the area bounded by South Dixie Highway to South Bayshore Drive from approximately 150 feet east to 350 feet west of S. W. 27th Avenue; and of amending the Miami Comprehensive Neighborhood Plan from moderate to high density residential designation to residential/commercial designation on S. W. 27th Avenue from Bird Road to Tigertail Avenue and from low to moderate residential designation to moderate density residential designation east of Center Street, from Bird Road to Day Avenue, and west of S. W. 27th Avenue from Coconut Avenue to approximately 100 feet north of Bird Avenue; and WHEREAS, on January 8, 1986, the Planning Advisory Board, by Resolution PAB 2- 86, by a vote of 6 to 0 recommended approval of an amendment to the Miami Comprehensive Neighborhood Plan from low density residential CITY COMMISSION MEETING OF JAN 233 L�1988. W. 27th Lane and S. W. 28th Street, as recommended in "S. W. 27th Avenue - A Gateway to Coconut Grove: A Planning Study of Development and Traffic Impacts" (August, 1985); and WHEREAS, revised procedures in Section 163.3161F.S. require that amendments to local comprehensive plan be forwarded to the Florida Department of Community Affairs for a 90-day review for comments, an action precedent to a zoning change; and WHEREAS, Zoning Ordinance 9500 contains certain time limits; and WHEREAS, on January 8, 1986, the Planning Advisory Board by Resolution PAB 3- 86 by a vote of 6 to 0 requested the City Commission to waive the time limits in Subsection 3508.2 of Zoning Ordinance 9500 and to establish future public hearing dates for consideration of an ordinance amending the Miami Comprehensive Plan for the subject properties; and WHEREAS, Section 3513 of Zoning Ordinance 9500 allows the Commission to establish dates certain for future public hearings without tolling the time limits between Board actions and City Commission actions; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The Commission finds that, on December 18, 1985 and January 8, 1986, the Planning Advisory Board - the local planning agency - held properly advertised public hearings pertaining to plan amendments as recommended in "S. W. 27th Avenue - A Gateway to Coconut Grove: A Planning Study of Development and Traffic Impacts" (August, 1985). Section 2. The City Clerk is hereby directed to transmit five (5) copies of proposed amendments to the Miami Comprehensive Neighborhood Plan 1976-1986 for certain properties as recommended in the "S. W. 27th Avenue - A Gateway to Coconut Grove: A Planning Study of Development and Traffic Impacts" (August, 1985) to the for comment. - 2- 8E-63 4 Section 3. The City Commission hereby establishes public hearing dates for consideration of an ordinance amending the Miami Comprehensive Neighborhood Plan for the subject properties from moderate to high density residential designation to residential/commercial designation on S. W. 27th Avenue from Bird Road to Tigertail Avenue and from low to moderate residential designation to moderate density residential designation east of Center Street, from Bird Road to Day Avenue, and west of S. W. 27th Avenue from Coconut Avenue to approximately 100 feet north of Bird Avenue; and from low density residential designation to residential commercial designation for property, approximately 100' x 200' in site, fronting on the east side of S. W. 26th Avenue, between S. W. 27th Lane and S. W. 28th Street; such dates being Thursday April 24, 1986 after 5:00 p.m. for first reading and Thursday, May 8, 1986 after 5:00 p.m. for second reading. The Planning Advisory Board, at its meeting of December 18, 1985, Item 2, following an advertised hearing adopted Resolution PAB 69-85 by a 5 to 3 vote recommending approval in principle, of "S. W. 27th Avenue - A Gateway to Coconut Grove: A Planning Study of Development and Traffic Impacts" (August, 1985) as modified by the Planning Department, and of amending the Miami Comprehensive Neighborhood Plan for certain properties within the study area. The Planning Advisory Board, at its meeting of January 8, 1986, Item 2, following an advertised hearing adopted Resolution PAB 2-86 by a 6 to 0 vote recommending a further plan amendment within the study area. Further, the Planning Advisory Board, on January 8, 1986 by Resolution PAB 3-86 by a 6 to 0 vote requested the Commission to waive time limits and establish dates for a future public hearing to consider the plan amendments. Revised State of Florida procedures, effective October 1, 1985, require that amendments to local comprehensive plans be forwarded to the Florida Department of Community Affairs for a 90-day review for comments, an action precedent to a zoning change. It is now in order for the Commission to transmit the plan amendments to the Florida Department of Community Affairs and to establish dates certain to consider the plan amendments. Backup information is attached. A RESOLUTION to provide for the above has been prepared by the City Attorney's office and submitted for consideration of the City Commission.
