A RESOLUTION ALLOCATING AN AMOUNT NOT TO
EXCEED TWENTY THOUSAND DOLLARS
($20,000.00) FOR THE PURCHASE OF BASE
STATION RADIO EQUIPMENT, HAND HELD
RADIOS, CHARGERS AND INSTALLATION CF
EQUIPMENT FOR THE IMPLEMENTATION OF A
SENIOR CITIZENS ALERT NETWORK
(S.C.A.N.), FROM THE CITY OF MIAMI LAW
ENFORCEMENT 'TRUST FUND, SUBJECT TO THE
AVAILABILITY OF FUNDS.
WHEREAS, the City Commission recognizes the need to
establish a communication network system that will provide the
senior citizens of our community with direct communications with
the police department, and
WHEREAS, the program is being established due to the
growing concerns over recurring victimization of elderly
residents at congregate living facilities, and
WHEREAS, this program will provide direct access to police
services through the establishment of twenty-eight (28) home base
station sites to serve as relay stations between satellite units
and the Miami Police Department, and
WHEREAS, each base site will be staffed by senior citizen
volunteers to operate the system seven days a week from 8:00 a.m.
to 9:00 p.m., and
WHEREAS, each satellite site will be equipped with a
portable radio to ensure constant communication with the
respective base sites, and
WHEREAS, each home base site will operate in three shifts
of 4 hours and 20 minutes each, and
WHEREAS, the Miami Police Department has designated
responsibility for monitoring communications from the home base
sites to the Community Relations Section, Patrol Section, and the
Communication Section, and
WHEREAS, all training of program volunteers will be

provided by the Miami Police Department, and
WHEREAS, funding will be required to purchase this
equipment and to provide for installation costs to be incurred by

WHEREAS, funds to cover the cost of this equipment and the
installation expenses have not been included in the Police
Department's normal operating budget; and
WHEREAS, the Chief of Police has recommended adoption of
this resolution and that funds to cover these equipment costs and
installation expenses be allocated from the City of Miami Law
Enforcement Trust Fund;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE
CITY OF MIAMI, FLORIDA:
Section 1. An amount, not to exceed Twenty Thousand
Dollars ($20,000.00), is hereby allocated to cover the purchase
of radio base station equipment, hand held radios, radio chargers
and provide installation cost to implement the Senior Citizens
Alert Network (S.C.A.N.), from thq City of Miami Law Enforcement
Trust Fund, to provide direct communication with the Police
Department to more effectively combat crime around senior citizen
complexes and offer better protection to our senior citizens.
