Ophthalmology Research Foundation, Inc., a Florida not -for -profit corporation (the "Research Foundation") has been in existence for charitable, scientific and education purposes relating to the branch of medical science known as ophthalmology since 1970. The Research Foundation maintains funds and holds real and personal property exclusively for the benefit of the Department of Ophthalmology of the University of Miami School of Medicine, inclining the William L. McKnight Vision Research Center and Anne Bates Leach Eye Hospital. The Research Foundation owns several parcels of land in Highland Park Subdivision near Jackson Medical Complex in the City of Miami. The parcels are located close to one another, but there is a small park situated in the center of the area, known as Pine Heights Park. South Florida Blood Service, a not -for -profit corporation, owns an adjacent parcel on which its Dade County facilities are located. The Research Foundation and the Blood Service have determined that it would be in their best interests to replat their properties jointly; therefore, they submitted a tentative plat to the Street and Plat Committee named the Medical Subdivision. The tentative olat contemplates the closure of several streets an3 thie relocation of Pine Heights Park from the center of the area to I the south end of the property, thus permitting the Research Foundation and the Blood Service to develop the remaining contiguous parcels. The tentative plat was approved by the Street and Plat Committee on September 4, 1985, subject to certain revisions which have already been made. When the plat is implemented, the Research Foundation will relocate Pine Heights Park to a new 11,000 sq.ft. site which will be landscaped and maintained by the Research Foundation or its assignee(s). We have enclosed an informational binder on the park relocation. A similar binder has been previously delivered to Gorman Daniels, Alberto Armada, George V. Campbell, Carl Kern, G. Miriam Maer, Aurelio Perez-Lugones and Alex Vilarello. We are scheduled to make a presentation about the park relocation at the February 13, 1936 City Commission meeting. (For Commission Meeting of February 13, 1986) The relocation of Pine Heights Park as a part of a Tentative Plat entitled "Medical Subdivision" has been the subject of discussion between the Opthalmology Research Foundation and staff members from Public Works, Planning, Parks and the Law Departments since June of 1984. The major concern the staff members had was the abandoning of a small park approximately 8,400 square feet in area dedicated by the original plat. After some discussion, the Foundation agreed to relocation of the park within the subject property rather than total abandonment. The area of the relocated park is 11,000 square feet, approximately 2,600 square feet larger than the .existing one. The new park is to be appropriately developed and landscaped according to the requirements of the Parks Department and will be located at the intersection of N.W. 8 Avenue and 15 Street. The Foundation has also agreed to maintain the park in perpetuity together with another small passive park area across the street, "Broward Circle". The Planning Department and Parks and Recreation Department are in agreement that the relocation of Pine Heights Park is desirable and would provide a more usable facility. Attached are copies of memoranda from these departments. Also attached is a fact sheet showing areas and values for the existing and new parks, and for right of ways involved in the tentative plat of "Medical Subdivision". This fact sheet also indicates the value to the City of improvements to be provided in the new park. Annual cost of maintenance of the relocated park and Broward Circle is to be borne in perpetuity by the applicant. The City of Miami Plat and Street Committee, at its meeting of September 4, 1985 recommended approval of Tentative Plat #1262 "Medical Subdivision", subject to necessary public hearings. ' The Law Department has been satisfied that the legalities concerning this transfer of park lands have been addressed. With the approval of the City Commission, the plat may be moved forward for the necessary public hearings for street closures, park relocation and necessary changes in zoning designation. CA) In response to your request for an opinion on the proposed relocation of Pine Heights Park, I am pleased to inform you our staff found the proposal in accordance with requirements of size, location and the maintenance agreement, which were a pre -condition for our positive recommendation. I suggest that the rest of the Departments involved circulate their opinions in order to have a unified criterion. SR/GEO/dr 9 86-144 CITY OF MIAMI, FLORIDA INTER -OFFICE MEMORANDUM TO George Campbell, Assistant Design Engineer Public Works Department DOTE February e, 1986 FILE SUBJECT Proposed Relocation of Pine Height Park Gorman Daniels, Acting Director Department of Parks and Recreation FROM /^ r REFERENCES ENCLOSURES Since my memorandum to you of January 21, 1986 on this subject, I have received and reviewed the complete informational Binder on the Pine Heights Park Relocation, prepared by Mershon, Sawyer et al, representing the Optholmology Research Foundation, inc. From the Parks and Recreation perspective, there is no objection to the proposed relocation. However, I recommend that subsequent legislation and/or plat dedication emphasize particular aspects of the submitted proposal. Upon review of the information provided, and upon inspection of the proposed site, this Department finds the new location satisfactory in terms of meeting open space and recreational needs of the surrounding community. The proposed relocation is approximately 320 feet southward of the existing site to the ends ' of Highland Park Blocks 21 and B along NW 15th Street, thus should have no adverse effect on public/neighborhood access. Furthermore, by positioning the park directly across the right- of-way from Broward Circle Mini Park, open space suppiy for the neighborhood is considerably enlarged. The fact that the proposed site is physically larger than the existing park also weighs in favor of the relocation as requested. Regarding subsequent legislation, legal documents and/or dedication, the Parks and Recreation Department wishes to take full advantage of the benefits offered by the Research Foundation under the preliminary request. These include the development (landscaping) of the new site and regular grounds maintenance of both park properties. These arrangements would greatly enhance and preserve the recreational facilities for this neighborhood and are consistent with this Department's proposed "Adopt -a -Park" Program. Detail of these services should be stated in the enabling documents to ensure that the City will received them as promised. It is also recommended that a proviso be added naming the Parks and Recreation Department as the City's designee to approve, accept and oversee these services, to facilitate compliance with standardized plant material and maintenance specifications. 86 - 1 44 5 1 i 1 4 i George Campbell '. February 6, 1986 page 2 Lastly, . suggest that certain site amenities (picnic tables, benches) and playground equipment be incorporated into the complete site plan as future improvements to be provided by the Foundation. It is anticipated that use will significantly increase as a result of relocation, and such improvements will be required to meet the recreational needs of those employees, patients and residents of the surrounding medical institutions (particularly those of the Children's Home Society) and of neighborhood property dwellers.
