A RESOLUTION AUTHORIZING THE CITY MANAGER TO
EXECUTE AN AMENDMENT, IN A FORM ACCEPTABLE TO
THE CITY ATTORNEY, TO THE APRIL 25, 1985
CONTRACT WITH THE HAITIAN TASK FORCE,
INCREASING THE AMOUNT OF FUNDS PROVIDED UNDER
ITS FISCAL YEAR 1985-86 NEIGHBORHOOD ECONOMIC
DEVELOPMENT CONTRACT IN AN AMOUNT NOT TO
EXCEED $29,184, WITH ADDITIONAL FUNDS
ALLOCATED THEREFOR FROM 6TH YEAR COMMUNITY
DEVELOPMENT BLOCK GRANT PROGRAMS FUNDS;
FURTHER PROVIDING FOR THE EXTENSION OF THE
EXPIRATION DATE OF SAID CONTRACT FROM
FEBRUARY 28, 1986 TO JUNE 30, 1988, FOR THE
PURPOSE OF AUGMENTING THE CONTRACTOR'S
OPERATION TO PROVIDE CONTINUED ECONOMIC
DEVELOPMENT SERVICES TO THE LITTLE HAITI
COMMERCIAL NEIGHBORHOOD AREA.
WHEREAS, the City is committed to economic development and
the expansion of trade and commerce; and
WHEREAS, the City Commission passed Resolution No. 85-200
authorizing the City Manager to execute an individual agreement
with the Haitian Task Force to continue the implementation of a
neighborhood economic development program within the Little Haiti
Community; and
WHEREAS, the Saturday Market in Little Haiti has been and
will continue to be one of the major economic development
objectives of the Haitian Task Force; and
WHEREAS, the Haitian Task Force has requested additional
funds to implement an aggressive advertising and promotional
campaign in order to successfully implement the Saturday Market
in Little Haiti; and
WHEREAS, the Saturday Market in Little Haiti will increase
the number of new Haitian entrepreneurs in the area; and
WHEREAS, the expiration date of the Haitian Task Force's
present contract is February 28, 1986, and the additional funding
will enable said agency to operate 16 months instead of 12
months; and

WHEREAS, the City wants the Haitian Task Force to continue
providing economic development services in the area until June
30, 1986, which represents the expiration date of the filth Year
Community Development Block Grant Fiscal Program operations year;
and
WHEREAS, the City desires to remove the Haitian Task Force
from the General Fund Budget and include it in the Community
Development Block Grant funding process; and
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA;
Section 1. The City Manager is hereby authorized to
execute an amendment, in a form acceptable to the City Attorney,
to the April 25, 1985 contract with the Haitian Task Force
increasing the amount of funds provided under its Fiscal Year
1985-86 Neighborhood Economic Development Contract in an amount
not to exceed $29,164 for the purpose of implementing the
Saturday Market in Little Haiti with the objective of providing
employment and entrepreneurial opportunities to Haitian residents
within the Little Haiti Commercial district, with funds therefor
hereby allocated from 6th Year Community Development Block Grant

Funds.
Section 2. The February 28, 1986 expiration date of said
agreement is hereby extended to June 30, 1986, in order that the
Haitian Task Force be included within the same funding cycle as
other Community Based Organizations (C.B.O's) providing
neighborhood economic development within their specific target
areas.

"It is recommended that the City Commission
authorize the City Manager to amend an
individual agreement with the Haitian Task
Force, to increase the amount of
administrative and programmatic funds
provided under its fiscal year 1985-1986
neighborhood economic development contract,
in an amount not to exceed $29,164, with
additional funds being allocated from 6th
Year Community Development Block Grant
Program; also to extend the expiration date
of the aforementioned contract from February
28, 1986 to June 30, 1986, thereby removing
the Haitian Task Force from the City General
Fund Account and making them a part of the
Community Development Block Grant Program."
The Community Based Organizations (CBO's) have been the City's
primary outreach vehicle to assist the different communities in
developing their economic development programs and/or projects.
On February 28, 1985, the City Commission passed Resolution No.
85-200 authorizing the City Manager to enter into an individual
agreement with the Haitian Task Force in the amount of $37,750,
allocated from the City of Miami's General Funds account for the
purpose of implementing neighborhood economic development
programs in the Little Haiti Commercial Neighborhood area.
The Haitian Task Force has been operating and implementing
economic development programs within the Little Haiti Commercial
Neighborhood Area on a budget of $37,750 for the past two (2)
years, whereby all other Community. Based Organizations (CBO's)
providing the same type of economic development programs are }
funded from Community Development Block Grant Funds with a budget
of $50,000 and on a separate funding cycle ending June 30, 1986.

_ A vital objective of their work program for fiscal year 1985-1986
is the promotion and implementation of the Saturday Market in
Little Haiti as part of their revitalization efforts for the
area.
Therefore, in order to enable the Haitian Task Force to continue
providing economic development services to the Little Haiti
Community, it is recommended that the City Commission approve the
attached resolution for the following:
1. To increase the amount of administrative and programmatic
funds in an amount not to exceed $29,164 to be allocated from
6th Year Community Development Grant Program.
2. Further extend the expiration date of the original agreement
from February 28, 1986 to June 30, 1986 effectively changing
the contract period and establishing a new fiscal year,
thereby removing the Haitian Task Force from the City's
General Fund account and including the Haitian Task Force
within the Community Block Grant Program.
This increase in allocation of $29,164 will bring their total
allocation for a 16 month period to $66,914 which is equal to the
$50,000 allocation for a 12 month period that the other CBO's
have been receiving.

AMENDMENT
An Amendment to an agreement dated April 25, 1985, between the
City of Miami, hereinafter referred to as the "CITY" and the
HAITIAN TASK FORCE, hereinafter referred to as the
"CONTRACTOR".
WHEREAS, the City Commission passed Resolution No. 85-200 on
February 28, 1985, for the provision of services for economic
development; and
WHEREAS, the CONTRACTOR entered into a contract with the
City of Miami to provide economic development services in the
Little Haiti Neighborhood area; and
WHEREAS, the City is desirous of removing the Haitian Task
Force from its General fund budget and include them in the
Community Development Block Grant funding process; and
WHEREAS, the expiration date of the Haitian Task Force
present contract is February 28, 1986; and
WHEREAS, the City is desirous of the Haitian Task Force to
continue providing economic development services in the area
until June 30, 1986, which represents the expiration date of the
llth Year Community Development Block Grant fiscal programmatic
operations year; and
WHEREAS, the additional administrative funds allocated to
the Haitian Task Force will enable them to operate for 16 months
instead of 12 months; and
WHEREAS, the Saturday Market in Little Haiti is one of the
major economic development objectives of the Haitian Task Force;
and

WHEREAS, the Saturday Market in Little Haiti objective
requires additional and specialized services from the CONTRACTOR;
THEREFORE, in mutual consideration of the covenants made
herein and in the agreement of which this is an amendment, the
parties hereto understand and agree as follows:

That the Agreement between the parties above stated, is
hereby amended to increase the amount of funds provided under its
fiscal year 1985-1986 Neighborhood Economic Development Program
in an amount not to exceed $29,164, with the additional funds to
be allocated from the 6th Year Community Development Block Grant
Program funds for the purpose of augmenting the CONTRACTOR'S
operations to provide economic development services to the Little
Haiti Neighborhood area.
Second:
To amend the agreement with the Haitian Task Force to
extend the expiration date from February 28, 1986 to June 30,
1986, effectively changing the contract period in order that the
Haitian Task Force be included within the same funding cycle as
other Community Based Organizations (C.B.O.'s) providing
neighborhood economic development programs within their target
areas and to be included under Community Development Block Grant
Funds.
It is further understood that all the terms and conditions
outlined under the original agreement will remain in full force

and effect without modification.
IN WITNESS WHEREOF, the parties hereto have caused this
amendment to be executed by the respective officials therefore
duly authorized.
