I A RESOLUTION CLOSING N.►,1. 7 STREET TO
VEHICULAR, TRAFFIC, BETWEEN N.W. i COURT AND
N.W. 3 AVENUE TO ALLOW CONSTRUCTION OF A
PEDESTRIAN MALL AS PART OF THE SOUTHEAST
' OVERTOWN/PARK WEST REnEVELOPMENT PROJECT;
' FURTHER AUTHORIZING, THE CITY CLERK TO
ADVERTISE FOR SEALED BIDS FOR CONSTRUCTION
NECESSARY TO ACCOMPLISH SAID PROHIBITION
OF VEHICULAR TRAFFIC,.

WHEREAS, the Miami City Commission annroved the 0esion
Standards and Guidelines for the Southeast Overtown/Park West
Redevelopment Project on March 21, 1995; and
WHEREAS, said standards and guidelines desinnate N.!J. 7
Street between N.W. 1 Court and N.Q.J. 3 Avenue for redevelopment
as a pedestrian mall including prohibition of vehicular traffic;
and
WHEREAS , Secti on 54-17 of The Code of the ri ty of '11i ami ,
Florida, gives the City Commission the power, after a properly
advertised public hearing, to require that vehicular access to a
particular street be prohibited at an intersection where such
prohibition is found to be in the best interest of the public;
and
14HEREAS, the Director of the Southeast Overtown/Park West
Redevelopment Project 'has requested that the Department of Public
Works initiate the process to prohibit vehicular access to N.W. 7
Street between N.W. 1 Court and 11.1-1. 3 Avenue; and
WHEREAS, the Police Department, Fire, Rescue F, Inspection
Service Department and Solid 14aste Department have made
recommendations on the proposed prohibition of vehicular traffic
on N.W. 7 Street between N.W. 1 Court and N.W. 3 Avenue and have
expressed no objections provided that access for emergency
vehicles is allowed at all times; and

REMARKS.

WHEREAS, pursuant to clue public notice, a Public hearing was

held before the City Commission on Febriiary 13, 198ri, as to anv
objections to the prohibition of vehicular access to N,1_J. 7
Street between N.Q.J. 1 Court and 3 Avenue and no ohjections were
sustained by the Commission; and
WHEREAS, the City Commission finds that the herein
prohibition is in the hest interest of the public;
NOW, THEREFORE, RE IT RESOLVED BY THE Cor1MISSInN OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings set forth in the
preamble to this resolution are hereby incorporated by reference
and adopted.
Section 2. M.W. 7 Street between N.:.J. 1 Court and N.iJ. 3
Avenue is hereby closed to vehicular traffic, with the exception
of emergency vehicles, to allow construction of a pedestrian mall
as part of the Southeast Overtown/Park West Redevelopment
Project.
Section 3. The City Clerk is hereby authorized to advertise
for sealed bids for construction necessary to accomplish the
prohibition of vehicular traffic as set forth herein.

Resolution Prohibiting
Vehicular Traffic

It is recommended that a resolution be adopted
closing N.W. 7 Street to vehicular traffic
between N.W. 1 Court and N.W. 3 Avenue to
allow construction of a pedestrian mall as
part of the Southeast Overtown/Park West
Redevelopment Project.
The guidelines and standards for the Southeast Overtown/Park West
Redevelopment Project, adopted by the City Commission on March 21,
1985, designate N.W. 7 Street between N.W. 1 Court and N.W. 3
Avenue for redevelopment as a pedestrian mall, including the
prohibition of vehicular traffic.
The Police Department, Solid Waste Department and Fire, Rescue and
Inspection Service Department have expressed no objection to the
proposed mall provided that access for emergency vehicles be
allowed at all times.
The proposed prohibition of vehicular traffic on N.W. 7 Street
will be coordinated with the Southeast Overtown/Park West
Redevelopment Project. Construction is scheduled to begin later
this month on property adjacent to the proposed pedestrian mall.
