A RESOLUTION OF THE CITY OF MIAMI, LOCATED IN
DADE COUNTY, FLORIDA, JOINING WITH THE CITY OF
OPA-LOCKA, FLORIDA, AND DADE COUNTY, FLORIDA,
IN INVITING THE NATIONAL CONFERENCE OF BLACK
MAYORS TO HOLD ITS ANNUAL CONFERENCE IN DADE
COUNTY IN APRIL, 1987.
The attached resolution, in addition to the one passed at the January 23rd
meeting, further states the City's invitation to the National Conference
of Black Mayors to hold its annual conference in our area. It also high-
lights the City's priorities in promoting tourism and attracting conventions
to the area, as well as mention that the Judicial Council of Black Judges
held their conference here in Miami.

ENCLOSURES.
IT IS RECOMMENDED THAT A
RESOLUTION BE ADOPTED IN SUPPORT
OF THE 1988 PUBLIC WORKS
PROGRAM OF THE STATE OF FLORIDA
DEPARTMENT OF ENVIRONMENTAL
y REGULATION AUTHORIZING THE CITY
MANAGER TO SUBMIT PROJECTS FOR
CONSIDERATION UNDER SAID PROGRAM
' AND TO SEEK FINANCIAL ASSISTANCE
FOR THEIR COMPLETION FROM THE US
ARMY CORPS OF ENGINEERS THROUGH
SAID STATE PROGRAM.
The projects in question relate to waterfront restoration and/or
preservation as follows:
1) Virginia Key Beach Restoration - involving the
protection and enhancement of approximately 1.3
miles of the Virginia Park barrier island
shoreline which fronts on the Atlantic Ocean.
Requires placement of riprap and renourishing
the eroded beachfront. Approximate cost $5.8
million.
2) Watson Island North Shore Restoration -placement
of approximately 1300 linear feet of riprap
along the North Shore of Watson Island to
protect shoreline from erosion. Approximate
cost $450,000.
3) Waterfront Parks Shoreline Stabilization -
involving the replacement or installation of
concrete bulkheads and limestone riprap in five
City Parks: Legion, Morningside, Pace, Brickell
and Peacock as protection against erosion.
Approximately $2 million.

4) Dinner Key Beach Landing - construction of a
pier, renourishing beach and stabilizing
shoreline on Mole Island #3 on the north side of
Dinner Key Marina to aid in the development of
the island as a beach and picnic area.
Approximate cost $200,000.
