WHEREAS, invitations were }nailed to 23 potential
suppliers and 2 bids were received; and
WHEREAS, funds for this purchase are available in the

1985-86 Operating Budget; and

! WHEREAS, this service will be us( --(I by the Department of
Police for the purpose of providing psychological services for
departmental personnel; and
WHEREAS, the City tManager and the Director of the
Department of Police recommend that the bid received from
Valle/Axelberd & Associates be accepted as the lowest responsible
and responsive bid;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSIUN OF THE
CITY OF 141AMI, FLORIDA:
Section 1. The September 16, 1985 bid of
Valle/Axelberd & Associates for furnishing Psychological Services
for departmental personnel to the Department of Police at a total
proposed cost of $82,000.00 is hereby accepted with funds
therefor hereby allocated from the 1985-86 Operating Budget.

Ordinance No. 9775 established a goal of Awarding 50% of the
City's total dollar volume of all expenditures for All Goods and
Services to Black and Hispanic Minority Business Enterprises on
an equal basis.
Minority Vendors who are interested in submitting bids and who
are not registered with the City as minority vendors are advised
to contact the City Purchasing Office. 1145 N.W. llth Street,
Room 126, Telephone 579-6380.
Detailed specifications for the bids are available upon request
at the City Purchasing Office.
The City Manager may reject all bids and readvertise.

ASSOCIATES, INC. BE AWARDED THE BID TO PROVIDE
PSYCHOLOGICAL COUNSELING ON A CONTRACT BASIS FOR ONE
(1 ) YEAR RENEWABLE ANNUALLY FOR THE CITY OF i,1IAtdI
POLICE DEPARTMENT WITH FUNDS THEREFOR ALLOCATED IN
AN AMOUNT NO TO EXCEED $82,000 FROM FISCAL YEAR
1985-86 BUDGETED POLICE DEPARTMENT FUNDS.
Pursuant to public notice, sealed bids were received on September
16, 1985 to provide psychological services to the City of Miami
Police Department. There were two minority vendors that
responded to the bids: Advanced Human Studies Institute and
Valle/Axelberd and Associates. Adrienne MacBeth was contacted
and advised that the vendors who responded to the bids are
minorities. A Departmental committee then reviewed the bids
submitted and selected Valle/Axelberd and Associates.
Drs. Axelberd and Valle have been providing various professional
and instructional services, including the Stress Class and Crisis
Intervention Program to our Department for approximately eight
and one half years. They are familiar to and trusted by our
officers and have helped to ease many of our employees through
difficult periods that probably would have resulted in their
being terminated had help not been available. These services
have included and will include post traumatic shooting
counseling, individual, family and group counseling, twenty-four
hour crisis service, short term counseling to help officers cope
with difficult situations, consultation in the development of new
training programs, and psychological assessment of law
enforcement personnel upon spacial request.

Valle/Axelberd and Associates is presently under a professional
services agreement with the Department to provide psychological
services. Under this agreement they are paid $60.00 an hour,
which is at the same rate they have been paid t he past eight
years. The same hourly rate will prevail under the projected
relationship, with an increase in the provision of services to
the Department. The department has been very satisfied with the
services provided by Valle/Axelberd and Associates, Inc.
We are requesting that tite Bid be award to Valle/Axelberd and
Associates, Inc. with funds allocated in an amount not to exceed
?82,000 from Fiscal Year 1985-36 Budgeted Police Department
