A RESOLUTION CONCERNING THE MIAMI MAGIC CELEBRATION TO BE CONDUCTED BY THE: JUNIOR LEAGUE OF MIAMI, TO TAKE PLACE IN DOWNTOWN MIAMI ON APRIL 19, 1986, AUTHORIZING THE CLOSURE OF DESIGNATED STREETS 'PO THROUGH VEHICULAR TRAFFIC AND ESTABLISHING A TEMPORARY PEDESTRIAN MALL SUBJECT TO THE ISSUANCE OF PERMITS BY THE DEPARTMENTS OF POLICE AND FIRE, RESCUE: AND INSPECTION SERVICES AND ASSURANCES THAT THE CITY WILL 13E INSURED AGAINST ANY POTENTIAL r,IABILITY; ESTABLISHING AN AREA PROHIBITED TO RETAIL PEDDLERS DURING THE PERIOD OF SAID EVENT; FURTHER AUTHORIZING THE SALE OF (SEER AND WINE IN CONNECTION WITH SAID EVENT, SUBJECT TO THE ISSUANCE OF ALL STATE PERMITS; AND FURTHER RELAXING THE LIMITATIONS ON THE DISPLAY OF FIREWORKS TO ALLOW THE STAGING OF PYROTECHNIC DISPLAYS IN DOWNTOWN MIAMI UNTIL 12:00 MIDNIGHT ON APRIL 19, 1986, SUBJECT 'PO THE ISSUANCE OF A PERMIT BY THE DEPARTMENT OF FIRE, RESCUE AND INSPECTION SERVICES. WHEREAS, the Junior. League of Miami has planned the Miami Magic Celebration in Downtown Miami on April 19, 1986, which will coincide with the celebration of the City's 90th birthday and the grand opening of the Downtown People *lover, and which will include art exhibits, stage and street performances, food, soft drinks, beer and wine; and WHEREAS, certain streets shall be closed to through vehicular traffic during the specified dates and hours to insure the safety of the participants and pedestrians attending this event; and WHEREAS, this organization has requested authorization for the sale of beer and wine and that retail peddlers be prohibited in the area; and WHEREAS, the organization has further requested that the fireworks deadline be extended until Midnight on Saturday, April 19, 1985, in Downtown Miami; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. In order to effectuate safe passage and establish a temporary pedestrian mall during the Miami Magic CITY OC Nyass10N METING OF FEB 10.�� Celebration, the following streets are hereby closed to through vehicular traffic from 6:00 AM on Saturday, April 19, 1986, to 2:00 AM, Sunday, April. 20, 1986: E. Flagler Street between Biscayne Blvd. and N.W. 2nd Avenue S.E. 3 Avenue between S.E. 1 Street and E. Flagler Street N.E. 3 Avenue between N.E. 1 Street and E. Flagler Street S.E. 2 Avenue between S.E. 1 Street and E. Flagler Street N.E. 2 Avenue between N.E. 1 Street and T;. Flagler Street !! S.E. 1 Avenue between S.E. 1 Street and E. Flagler Street v N.E. 1 Avenue between N.E. 1 Street and E. Flagler Street 3. S. Miami Avenue between S.E. 1 Street and E. Flagler Street N. Miami Avenue between N.E. 1 Street and E. Flagler. Such closing of streets is subject to the a ► issuance of permits by the Departments of Police and Fire, Rescue and Inspection Services. Said permit from the Department of I Police is to be issued upon the full approval of the Chief of Police after giving all due consideration to the safety and I traffic needs of residents, businesses and religious institutions I in the area for entering and crossing through said arterials and upon the favorable exercise of the City Manager's judgement predicated upon all Factors set forth herein. Section 3. Such closing of streets is subject to the Junior League of Miami obtaining insurance requirements as mandated by the City of Miami, Finance Department, Risk Management Division. Section 4. Pursuant to the provisions of Ordinance No. 8851, enacted September 28, 1978, all retail peddler's occupational licenses issued under the provisions of Chapter 31 of the City Code, as amended, will not be valid on Saturday, April 19, 1986, during the hours of 7:00 AM to 12:00 Midnight in the area of the public right of way included within and adjoining the streets and avenues described in Section 1, for two blocks in all directions. 4 0 Section 5. upon the issuance of a temporary permit by the Florida State Department of Business Regulation, Division of Alcoholic Beverages and Tobacco to sell beer and wine, and pursuant to the City Code, the request of the Junior League of Miami to sell beer and wine for one day in connection with the Miami Magic Celebration scheduled for April 19, 1986, is hereby granted in compliance with Ordinance No. 9818, further subject to the issuance of all permits required by law. Section G. The time limitations on the display of fireworks is hereby relaxed to allow the staging of pyrotechnic — displays in Downtown Miami on April 19, 1986 until 12:00 Midnight, subject to the issuance of appropriate permits from the Department of Fire, Rescue and Inspection Services. Odio City Manager 41 DATE: 'F' F A 6 1986 FILE: SUBJECT Miami Magic Celebration April 19, 1986 REFERENCESCi ty Commission Agenda February 13, 1986 ENCLOSURES: It is recommended that the City Commission adopt the attached resolution authorizing the closure of certain streets; establishing a temporary pedestrian mall; establishing an area prohibited to peddlers; authorizing a one -day permit for the sale of beer and wine; and relaxing the limitation on the display of fireworks in connection with the Miami Magic Celebration to be held in downtown Miami on Saturday, April 19, 1986, from 7:00 a.m. until 12:00 midnight. The Junior League of Greater Miami is planning an event, the Miami Magic Celebration, to be held in downtown Miami on Saturday, April 19, 1986. The celebration is scheduled to coincide with the City's 90th birthday and the grand opening of the Downtown People Mover. The event includes art exhibits, stage and street performances as well as a progressive dinner party during the evening hours to be hosted by several businesses in the downtown area. The organizers of this event have requested authorization to close certain streets and establish a pedestrian mall; permission to establish an area prohibited to retail street peddlers; authorization to sell beer and wine during the one -day event as well as an extension of the fireworks deadline until 12:00 midnight on April 19, 1986. The Junior League has advised this office that all merchants along Flagler Street have been advised of the event and strongly support it. It is recommended that the attached resolution be adopted by the City Commission. Attachment 86-7C 3
