ORDINANCE NO. I U 0 7 9-
AN ORDINANCE ESTABLISHING A USER FEE OF $75
FOR USE OF THE EMERGENCY MEDICAL
TRANSPORTATION SERVICE OF THE FIRE, RESCUE
AND INSPECTION SERVICES DEPARTMENT;
REQUIRING A PROCEDURE RECOMMENDED BY THE
CITY MANAGER FOR COLLECTION OF SAID USER FEE
AND APPROVAL THEREOF BY THE CITY COMMISSION;
CONTAINING A REPEALER PROVISION, A
SEVERABILITY CLAUSE AND AN EFFECTIVE DATE.
BE IT ORDAINED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA:
Section 1. A user fee of $75 is hereby established for
use of the Emergency Medical Transportation Service of the Fire,
Rescue and Inspection Services Department. Said user fee shall
be charged to each person receiving such service and shall be
collected according to a procedure recommended by the City
Manager and approved by the City Commission.
Section 2. It is the intention of the City Commission,
and it is hereby ordained, that the provisions of this ordinance
shall become and be made a part of the Code of the City of Miami,
Florida. The sections of this ordinance may be renumbered or
relettered to accomplish such intention, and the word "ordinance"
may be changed to "section", "article", or other appropriate
word.
Section 3. All ordinances or parts of ordinances insofar
as they are inconsistent or in conflict with the provisions of
this ordinance are hereby repealed.
Section 4. If any section, part of this section,
paragraph, clause, phrase or word of this ordinance is declared
invalid, the remaining provisions of this ordinance shall not be
affected.

It is recommended that a Ordinance be
adopted establishing a user fee of $75
for use of the Emergency Medical
Transportation Service of the Fire,
Rescue and Inspection Services
Department, and further requiring a
procedure recommended by the City
Manager and approved by the City
Commission for collection of said user
fee, be i_plemented.

It is the policy of the City of Miami Emergency Medical
Service (EMS) System to transport those patients whose
condition warrants emergency medical treatment at the scene
of an accident and/or further emergency treatment at a
hospital emergency room. In keeping with this policy, and
in cognizance of increasing cost to the City in continuance
of this practice, it is recommended by the Department of
Fire, Rescue and Inspection Services that a $75 User
Transport Fee be established for this Advanced Life Support
(ALS) Service.
The Transport Fee will be charged to each patient who is
transported to a hospital by a City of Miami Fire Rescue
Unit.
The proposed Fee will be applicable principally to
critically ill or injured patients, and not to those
patients who can be stabilized in the field and can be
routinely transported by private ambulance.
The proposed fee of $75 is consistent with local private
emergency transportation providers and, it is reasonable in
comparison of actual cost of an EMS response. A projection
on the accompanying chart shows estimated revenue to be
collected upon implementation of the Transportation Fee.
