L. Plummer Miami City Hall 3500 Pan American Drive Miami, Florida 33133 Dear Friends: In December 1983 Governor Bob Graham established the Miami River Management Committee to devise a long range plan for the Miami River. In January 1986 Governor Graham formed a new committee, the Miami River Coordinating Committee, to coordinate with the City of Miami, Dade County, state and federal governments to carry out the recommendations contained in the Miami River Management Committee's December 1985 report to the Governor. As part of that implementation, the Committee has mounted an effort toward 24-hour police coverage on the river.p}yya ze rr JL .:Zw",Ikst . outhQrizing. the pr"-ets•ler_ thee-Marf--the: low ^wtui ai"€+ aEE"iiit''tieeii""'li"'1t3%tcF `'ermm, ter butano PA'h3tlt.;eF.bq} dathmried. Given recent news stories concerning illegal river activities and the obvious need for 24-hour police coverage on the Miami River, the lack of vessels for use by the Marine Patrol is outrageous. The City has recently passed a Vessel Mooring Code which will regulate mooring activites in City waters and will facilitate the removal of derelict vessels. How can the Marine Patrol be expected to enforce this new code when they do not have any boats available for their use? This is an extremely serious situation, one which the Miami River Coordinating Committee feels should be remedied as soon as possible. Please show your concern for this matter by authorizing the purchase of , two new boats. Sincerely, Sandra S. Howard Administrative Assistant cc: Illtfr: sei+'Cis-4t..Vl1ue,
