A RESOLUTION ENDORSING THE CONSTRUCTION OF A
CHALLENGER VII SHUTTLE MEMORIAL IN HONOR OF
THE ASTRONAUTS WHO HEROICALLY LOST THEIR
LIVES; DESIGNATING A SITE IN BAYFRONT PARK
FOR THE MEMORIAL; INCORPORATING THE MEMORIAL
IN THE NOGUCHI DESIGN; URGING THE STATE OF
FLURIDA TO DESIGNATE THE MEMORIAL IN THE CITY
OF MIAMI AS A STATE MEMORIAL AND ASSIST IN
ITS FUNDING.
WHEREAS, on January 289 1986 a tragedy occured in the space
program when Challenger VII exploded on its journey into space
resulting in the demise of all seven astronauts; and
WHEREAS, construction of a Challenger VII Shuttle Memorial
will honor the heroic endeavors of those astronauts; and
WHEREAS, it is in the best interest of the citizens of the
City of Miami to designate Ulty iano as Lne blLv IUL

WHEREAS, Ralph Renick will head a fund raising effort, in
conjunction with Dan Paul, the Coconut Grove Jaycees and others,
to finance the Challenger VII Shuttle Memorial; and
WHEREAS, the State of Florida is in the process of
designating and assisting in the funding of a State Challenger
VII Shuttle Memorial;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. A Memorial should be erected to commemorate
the heroic acts of the Challenger VII Shuttle astronauts and
exemplify our sentiment of patriotism.'
Section 2. The southwestern corner at Chopin Plaza and
Biscayne Boulevard in Bayfront Park is hereby designated as the
site for the Challenger VII Shuttle Memorial.
Section 3. The Noguchi desiqn for redevelopment of
Bayfront Park shall incorporate the Challenger VII Shuttle
Memorial.

Section 4. The State of Florida is hereby urged to
designate the memorial to be erected in Bayfront Park as the
State of Florida's Memorial to the Challenger VII Shuttle and to
assist in the funding of such Memorial.

I wanted to respond to you in a personal way for your kind
expression of sympathy, and for the resolution in
remembrance of Challenger 7.
We will remember, and we will keep alive the spirit and
goals of our 7 star voyagers. I believe that without risk,
there is no exploration, no bold adventure, and no new
knowledge. In the months ahead, you will be hearing about
Challenger Center, established to complete the goals and
objectives of the 51-L mission. I have attached our
foundation statement so that you can join us in this
endeavor.

THE CHALLENGER CENTER FOR SPACE SCIENCE EDUCATION
MISSION
The Challenger Center is a tribute to the lives and ideals of the seven
Challenger crew members. It has been designated by their family members
as their official collective effort to carry on the important work of the
mission. It is a living memorial designed to benefit the entire country
and a project in which many can participate.
The Challenger "Teacher in Space" mission was about learning, students
and space, as well as scientific exploration. The lessons that were to
be taught on this mission involved not only scientific principles but
also scientific investigations in the space environment. The Center will
carry out this mission by generating interest in the space sciences and
by operating a dynamic national learning center.
In order to sustain America's leadership in the peaceful development of
space, specific steps must be taken by corporations, government, schools
and universities to create greater national interest in space sciences
and technology and rapidly train teachers to promote this science among
students of all ages. The Challenger Center is designed to address our
nation's critical need for education and career training in this area.
The Center will serve three audiences, providing an exciting hands-on
learning center which will quickly educate and stimulate greater interest
in the sciences. The Center will operate ongoing educational programs
for teachers and students at the elementary through graduate school level
who will travel to attend one to twelve month residential programs on
various subjects in the field. SpaceNet cable network shows will be
produced for the classroom and home to stimulate interest in space sciences
among young people. This aspect of the Center will reach across the
country and help fulfill the original goals of the Challenger mission.

STATEMENT BY RALPH RENICK
13 FEBRUARY 1986
Good Morning.
I'm here this morning as a Dade County citizen, a member of the
Friends of Bayfront Park Committee and former original member of
the Dade County Art in Public Places Trust.
I'm here to second the suggestion that Sculptor Isamu Noguchi be
commissioned to design an appropriate memorial in the park to the
crew of Challenger Seven, America's space program Vnd this
State's unique role in this century and the next in probing and
utilizing outer space for the good of mankind. Southeast Florida
has always played a key role in America's development of
aviation. Pan American World Airways, Eastern Airlines, and
dozens of other commercial air carriers began in Miami. This
part of the country has gone from barn -storming to space -probing.
I have been asked to chair a committee to bring other South
Floridians into an effort to commemorate for the future our role
in they future. We will do this through a maE;nifice►►t sculpture
to be designed by Mr. Noguchi and to be located in the southwest
corner of the redesigned park. Un the northern end of the park
will be the sculpture of Christopher Columbus, who put its on the
map. It's appropriate that the future of the exploration of the
unknown be commemorated at the opposite end of the park.
We shall use the Challenger Seven tragedy and the taking of those
seven brave souls as an inspiration to honor the modern pioneers
of space frontier. Not just as memorial to the seven but to all
past, present and future space heroes who knowingly but their
lives on the line.
We of ten hear the lament that there are no heroes anymore.
Challenger brought to us the revelation that there are and more
importantly that they can serve as a role model for excellence to
all - young and old. I'm taking a fully positive attitude on
this project. I know it can be achieved. I know that citizens
of Dade, Broward, Monroe counties - and throughout our State will
want to help achieve it.
The Governor, State Cabinet and Department of Natural Resources
will be asked to cooperate as well as the Dade Art in Public
Places Trust. The Coconut Grove Jaycees - 578 members - are
anxiously awaiting the green light to assist in the drive to
raise funds.

The New World Center Foundation, administered by the Downtown
Development Authority, has agreed to open an escrow account to
handle contributions. The money, which is tax deductible, should
be sent to the New World Center Foundation, Shuttle Memorial
Fund, Suite 1818 One Biscayne Tower, Miami, 33131.
A final word. I see this drive as an opportunity for everyone to
get involved - much as the school children in America were
responsible with their dimes and nickels for raising the money
for the pedestal of the Statue of Liberty one hundred years ago.
With ten decades of inflation I would suggest that kids 'now mail
in a quarter. Just think, if every citizen of Dade County alone
would donate 25 cents - we'd have over $400 thousand dollars in
the fund.

As previously discussed with you by Dan Paul, Miami desires to be
the State —designated memorial in honor of the Challenger 7 crew.
In order to accomplish this, we have established a committee

called CHALLENGE TO THE FUTURE. Mr. Ralph Renick, dean of the
nation's local tv news anchors and long—time Miami resident, is
Chairperson of the committee.
We have already identified the site for the memorial, approx.
27,310 sq* ft. at the southwestern corner of the new Bayfront
Park on Biscayne Boulevard. This corner is extremely visible and
accessible, and is located in the last phase of the $2t.3 million
dollar park renovation currently underway by the City of Miami.
The designer of the park, world famous sculptor Isamu Noguchi,
has agreed to design the memorial sculpture, and to integrate the
memorial into the new design for Bayfront Park. A site plan is
attached for your review.
Our plan to erect a memorial was launched on Tuesday, February
4th at a press conference with the artist. This of course was
the day before the Florida State Cabinet adopted its memorial
resolution. A second press conference was held on February 13th
to announce its Chairperson. The New World Center Foundation (a
not —for —profit Miami —based foundation)had agreed to create an
escrow account for the collections of funds for this effort; and
that the Foundation has filed with the Secretary of State for
solicitation purposes. Also attending the press conference was
Chris Korge, President of the Coconut Grove Jaycees, which has
pledged its support of the project.
By way of this letter, the Committee is seeking State designation
as an official memorial for the Challenger 7 Shuttle Crew. We
would hope that.the Cabinet would see fit to assist us with the
financing of such a memorial. Mr. Noguchi envisions a 30 to 40
foot tall, stainless steel sculpture, extremely reflective and
vertical, and is still developing the design. It is the intent
of the Committee to build the most significant memorial of this
type in the nation, and in the process to involve as many Florida
participants as is possible.

to revamp Miami's Bzyfront Park, said

construction: money.
Noguchi doesn't have a name ter it yet
and doesn't know when he would start

building it. He also says he doesn't know
how he's going to pay for It.
"This is the time far something like
this:' Noguchi said. "Something there is
missing."
Dan Pain, chairman of the Dade County
Art and Public Places Trust. said county
residents could pick up the tab.
"We hope that it would be mestly funded
through schoolchildren and residents: chil-
dren could donate 25 cents:' Paul said.
The space shuttle Challenger exploded
last Tuesday 72 seconds after taL•eoff from
Cape Canaveral, killing the crew of seven.
-We don't know how much It will cost
because it has to be strong, something that
could withstand winds and hurricanes:' he
said.
The city of Miami has hired Noguchi to
redesign the park. The city plans to spend
about S1.5 million renovating it. When
Noguchi visited fdiaml in 1978. he discussed
refurbishing the park and building a
sculpture there.

news conference across from the, park. "We
need something of size there:*

his late wife. Mildred.
Miami's $21.3 million park has been shot
through with problems since the redesign
was conceived. problems that included
financing. There have been construction
delays and a squabble over tearing down
the library building located near the park's
center.
