A RESOLUTION ACCEPTING THE 13IDS OF DR.
RICHARD TEMPLETON AT A TOTAL PROPOSED COST
OF $7,800.00, AND KNOWLES ANIMAL HOSPITAL
AT A TOTAL PROPOSED COST OF $13,800.00 FOR
FURNISHING TWENTY FOUR (24) HOUR VETERINARY
SERVICES FOR MOUNTED PATROL HORSES AND
CANINE UNIT DOGS ON A CONTRACT BASIS FOR
ONE (1) YEAR, RENEWABLE ANNUALLY, TO THE
DEPARTMENT OF POLICE AT A TOTAL PROPOSED
FIRST YEAR COST OF $21,600.00; ALLOCATING
FUNDS THEREFOR FROM THE 1985-86 OPERATING
BUDGET; AUTHORIZING THE CITY MANAGER TO
INSTRUCT THE ASSISTAwr CHIEF PROCUREMENT
OFFICER TO ISSUE. PURCHASE ORDERS FOR THESE
SERVICES.
WHEREAS, pursuant to public notice, sealed bids were
received September 9, 1985 for the furnishing of Veterinary
Services to the Mounted Patrol horses and K-9 dogs to the
Department of Police; and
WHEREAS, invitations were mailed to 23 potential
suppliers and 3 bids were received; and
WHEREAS, funds for this purchase are available in the
1985-86 Operating Budget; and
WHEREAS, these services will be used by the Department
of Police for the purpose of furnishing Veterinary Services to
the Mounted Patrol horses and K-9 dogs; and
WHEREAS, the City Manager and the Director of the
Department of Police recommend that the bids received from Dr.
Richard Templeton and Knowles Animal Hospital be accepted as the
lowest responsible and responsive bids;
NOW, THEREFORE, BE IT RESOLVED BY THE CoriplISSION OF THE
CITY OF MIAMI, FLORIDA:
Section I. The September 9, 1985 bids of Dr. Richard
Templeton at a proposed cost of $7,800.00, and Knowles Animal

e Hospital at a proposed cost of $13,800.00 for furnishing
Veterinary Services for Mounted Patrol Horses and Canine Unit
Dogs on a contract basis for one (1) year, renewable annually, to
the Department of Police at a total proposed first year cost of
$21,600.00 is hereby accepted with funds therefor hereby

Veterinary Services
for Mounted Patrol/K-9

It is recommended that the award be made and
a resolution adopted accepting the most
advantageous bids as received from Dr.
Richard S. Templeton, a non -minority bidder,
to provide 24-hour veterinary services for
the Department of Police s Mounted Patrol
Unit at a total yearly cost of $7,800 and to
Knowles Animal Hospital, a non -minority
bidder, to provide these services to the K-9
Unit, at a total yearly cost of $13,800.
The Mounted Patrol and K-9 Units continue to represent integral com-
ponents of the Department of Police's comprehensive program of law
enforcement and crime prevention. Currently, the [Mounted Patrol Unit
(composed of 22 horses) provides for an effective and visible police
presence in eight areas of the City of Miami. The K-9 Unit (composed
of 23 dogs) serves the entire City and has been most successful in
such areas as robbery and drug smuggling investigations, as well as
providing protection for our police officers.
Pursuant to public notice, three (3) sealed bids for 24-hour veteri-
nary services were received on September 9, 1985- The lowest and
most responsive bid to provide these services for the Mounted Patrol
Unit was determined to be the one submitted by Dr. Richard Templeton.
Dr. Knowles of the Knowles Animal Hospital was the sole bidder for
the veterinary services for the K-9 dogs. The bid was evaluated as
responsive to specifications. Attached is an analysis of the bids
that were received.
Dr. Richard Templeton's bid of $7,800 includes X-ray services, up to
date wormings, vaccination, and pre -exam for new horses. He is cur-
rently providing these services for the Mounted Patrol Unit and his
work has been totally acceptable.
Dr. Knowles of the Knowles Animal Hospital will provide, as part of
the $13,800 yearly contract cost, an indoor/outdoor kennel, up-to-
date worming, vaccination, and emergency services for the K-9 dogs.
