It has come to my attention that the City of Miami and the Department of Off -
Street Parking have the potential for a cooperative project in Little Havana
which would include a parking garage, a Latin oriented specialty center, and
the moderate income housing in the air rights over the project. I am
particularly excited about this project in relation to solving Little Havana
parking problemg, providing moderate income housing and the potential for
creating a focal point for the Latin Quarter District.
It is my understanding that discussions have been held with the Department of
Off -Street Parking, the Little Havana, Parking Advisory Committee, and the
City Manager's Office. The initial proposal was for the City of Miami and
the Department of Off -Street Parking to jointly fund the feasibility study
necessary to determine if this project were achievable as a public/private
partnership. In discussion with Off -Street Parking Board Chairman, Leslie
Pantin, Sr., and Executive Director, Roger M. Carlton it was determined that
the Department of Off -Street Parking would fund the entire estimated $35,000
cost of the feasibility study. The need to develop the Specialty Center was
also a key subject discussed in the public hearing held at the Manuel Article
Center on February 18, 1986.
It is my opinion that the utilization of the parking meter revenues in
support of the City of Miami community development process, in conjunction
with an expanded parking information program regarding the justification of
the meters and the use of revenues will be a positive step forward in the
relationship between the City of Miami and the Department of Off -Street
Parking. I believe that this project will be the beginning of a new era of
cooperation and request that you place this item on the March 13, 1986 City
Commission Committee of the Whole portion of the agenda for discussion.
