HomeMy WebLinkAboutR-86-0277J-86-302 RESOLUTION NO.�2, A RESOLUTION AUTHORIZING THE ACQUISITION OF PROFESSIONAL SERVICES FROM THE BELAFONTE TACOLCY CENTER (BTC) TO PROVIDE FOR THE IMPLEMENTATION AND OPERATION OF THE JTPA TITLE II-B SUMMER YOUTH EMPLOYMENT AND TRAIN- ING PROGRAM (SYETP) IN AN AMOUNT NOT TO EXCEED $279,250; ALLOCATING FUNDS THEREFOR FROM THE SPECIAL REVENUE FUND; FURTHER AUTHORIZING THE CITY MANAGER TO EXECUTE AN AGREEMENT WITH BTC IN A FORM ACCEPTABLE TO THE CITY ATTORNEY. WHEREAS, the City of Miami applied to the South Florida Em- ployment and Training Consortium (SFETC), JTPA Title II-B, in accordance with Resolution No. 77-585, for a grant in the amount of $960,500 for a Summer Youth and Employment Training Program (SYETP); and WHEREAS, to be considered eligible for funding, the City of Miami was given a one week submission period with a deadline of March 31, 1986, to submit its final proposal, including the name of the proposed subcontractor; and WHEREAS, within this restrictive time frame, ten (10) potential subcontractors were contacted to submit proposals, but only two (2) responded: Belafonte Tacolcy Center (BTC) and Youth Co-op; and WHEREAS, the responses were jointly reviewed by the City and SFETC, the grant agency; and WHEREAS, it was determined that the proposal of BTC was most comprehensive and best met the City°s need for these services; and WHEREAS, BTC has performed excellently in this capacitity in the past and maintains the professional, financial and other resources to ensure continued high quality performance; and WHEREAS, the City Manager, SFETC and the Director of the Department of Parks and Recreation recommend that the contract for professional services for implementation of SYETP program be awarded to BTC; CITY COMMISSION MEETING OF APR 10 W Anu IJ- V6-277 t'- REMARKS. NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORDA: Section 1. The findings and recitals contained in the pre- amble of this resolution are hereby ratified and adopted by ref- erence and incorporated as if fully set forth in this section. Section 2. The City Manager is hereby authorized to acquire the professional services of the Be lafonte Tacolcy Center in an amount not to exceed $279,250 for staff and administrative support for the operation of the 1986 Summer Youth Employment and Training Program, with funds therefor hereby allocated from the Special Revenue fund; JTPA Title II-B SYETP funds. Section 3. The City Manager is hereby authorized to execute an agreement with the BTC for the provision of these services, in a form acceptable to the City Attorney. Odio, FROM City Manager 4� 16 DATE: AN"' a I FILE: SUBJECT: Resolution Authorizing Summer Youth Employment and Training Program and Subcontractor REFERENCES: ENCLOSURES: It is recommended that a resolution be passed authorizing the City Manager to acquire professional services from the Be lafonte Tacolcy Center to provide for the implementation and operation of the JTPA Title II-B Summer Youth Employment and Training Program in an amount not to exceed $279,250, allocating funds from the 1986 Special Revenue Fund - JTPA Title II-B SYETP funds. The South Florida Employment and Training Consortium (SFETC) has made available 1986 funding for the Summer Youth Employment and Training y{> : Program (SYETP) from the Job Training Partnership Act (JTPA) . This y, yxprogram provides employment and training experiences for individuals between the ages of 14 and 21. To be considered eligible for funding, the City of Miami was given a one week submission period with a deadline of March 31, 1986 to sub- mit its final proposal, including the name of sub -contractor. This restrictive time frame created an urgency to locate and assign a subcontractor for City of Miami°s 1986 Summer Youth Employment and Training Program. Proposals were solicited from ten community based organizations deemed eligible by the SFETC. Of the two positive responses received, Belafonte Tacolcy Center emerged as the more qualified and higher rated. The City of Miami has used the services of BTC the last four years. Working in conjunction with BTC in 1985 the City received a 98% rating out of a possible 100%. Therefore it is recommended that authorization be given to acquire the services of BTC to supply the necessary implementation support to operate the Summer Youth and Employment and Training Program at a cost of $279,250. The funds for these services will be available from the 1986 JTPA Title II-B SYETP funds. The ethnic and geographic target characteristics will be developed in accordance with the specified goals of the Consortium.
