RESOLUTION NO. 86-271'
A RESOLUTION APPROVING THE ESTABLIS11NENT OF
THE GUIDELINES FOR THE IMPLEMENTATION OF THE
MINORITY AND WOMEN BUSINESS AFFAIRS AND
PROCUREMENT COMMITTEE AS ESTABLISHED BY
ORDINANCE NO. 10062, ADOPTED DECEMBER 19,
1985.
WHEREAS, on December 19, 1985, upon passage and adoption of
Ordinance No. 10082, the City Commission of the City of Miami
established a Minority and Women Business Affairs Procurement
Committee to assist the City Manager in the implementation and
monitoring of the Minority and Women Business Affairs and
Procurement Program; and
WHEREAS, the City Manager has created the Guidelines by
which this Committee will function in the attached Administrative
Memorandum;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The Guidelines for the implementation of the
Minority and Women Business Affairs Procurement Committee, as
contained in the attached Administrative Memorandum from the City
Manager, are hereby approved.

Pursuant to the authority granted me by Ordinance #10062, Minority
and Women Business Affairs & Procurement Program Ordinance, I am, via
this memorandum, hereby establishing the Guidelines for the City's

COMMITTEE POWERS AND RESPONSIBILITIES
As identified in Ordinance 10062, the responsibilities of this
Committee will include monitoring the progress of the program, making
recommendations to the City Manager regarding the program's progress,

The Minority and Women Procurement Committee is authorized to advise
the City Manager as to actions required to improve the City's rate of
procurement with minority and women -owned businesses.
COMMITTEE SIZE & COMPOSITION
Our Ordinance does not specify the size of the Committee; however, I
have determined that the size will not be less than eleven (11) or
more than finorit teen (15) members; and female bu iness nne percent )

LENGTH OF TERM/RULES OF ORDER
One half plus one of the initial total Committee membership will be
appointed to serve three year terms, the balance will serve two year
terms. The Charter Members will, at the first official Committee

meeting, draw straws to determine the First two vs. tree year
appointments. Thereafter, members appointed to replace expired or
incompleted terms will be designated to serve for the length of
membership term replaced. The Committee will elect its Chair and
select its Rules of Order at its first official meeting.
COMPENSATION
Members will serve without compensation, but will be reimbursed for
authorized and approved expenses.
QUALIFICATIONS
Individuals designated by their professional, business and/or trade
organizations, or associations. Qualified organizations/associations
must be incorporated private/public and not -for -profit and/or have a
trade
primary mission related to business, professional
activities.
