AFFIRMATIVE VOTE OF THE MEMBERS OF THE CITY COMMISSION, THE CITY MANAGER'S FINDING THAT A VALID EMERGENCY NEED EXISTED FOR THE EXPENDITURE OF $8,500 TO INCREASE THE CONTRACT AMOUNT OF THE MAY 17, 1983 AGREEMENT WITH SEPTEMBER AND ASSOCIATES EAST, INC. RELATING TO THE POLICE DEPARTMENT TRAINING SIMULATOR, WITH FUNDS THEREFOR ALLOCATED FROM THE LAW ENFORCEMENT TRUST FUND; FURTHER AUTHORIZING THE CITY MANAGER TO EXECUTE AN AMENDMENT INCREASING THE CONTRACT AMOUNT OF SAID AGREEMENT BY $8,500. WHEREAS, Resolution No. 83-383 authorized the City Manager to enter into an agreement with September and Associates East, Inc. to develop the skillsof law enforcement personnel in threat recognition, risk assessment and officer survival; and WHEREAS, the training simulator, known as the Synthesized Media Environment System, will serve a necessary function in the best interest of the community and the City of Miami; an WHEREAS, funds to cover the necessary expenses authorized by Resolution No. 83-383 and Ordinance No. 8616 are not sufficient ., to cover the costs incurred due to site construction delays and equipment modifioations/updates; and WHEREAS, the Chief of Police has recommended adoption of this resolution and the funds to cover these necessary costs and expenses are available in the City of Miami Law Enforcement Trust Fund; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. By an affirmative vote of 4/5ths of the members of the City Commission, funding in the amount of $6,500 is hereby authorized and allocated from the City of Miami Law Enforcement Fund to increase the contract amount of the May 17, 1983 agreement with September and Associates East, Inc. relating to the Police Department Training Simulator; such costs having 'I COMMISSION ME7r1$'T1f4G OF APR %" ION No _ -- IREMARKS. _-- -•- I% 932 "=a ripen wnraved by the Chief of Police pursuant to Chapter , Florida Statutes, and such authorization being based upon the City Manager's finding that a valid ernergenoy need existed for the expenditure of said monies, which finding is hereby ratified Section 2. FLORIDA INTER -OFFICE MEMORANDUM �E and DATE: APR ' ' 31986 FILL: Commission subJECT: Item for City Commission Action REFERENCES: SME 33 Simulator Agreement ENCLOSURES: (1) It is requested that the City Commission authorize the City Manager to amend the agreement between the City of Miami and September and Associates East, Inc. in order to increase the contract amount by $16,000.00; and further authorize the use of City of Miami Law Enforcement Trust Fund monies for this purpose as per the attached resolution. The City of Miami Commission authorized and approved an agreement between the City of Miami and September and Associates East, Inc. for the purchase and development of a training and educational simulator to enhance and develop the skills of law enforcement personnel on May 12, 1983, per Resolution No. 83-383 and Ordinance No. 9619. The total amount authorized was $592,490. In the course of contract completion, certain unexpected expenses were incurred relating to the development of. the Simulator. Those expenses are as follows: K 1) Delays in contract completion caused by the general h contractor employed by the City to modify Fire Station 416 to house the Simulator ........................... $9 500 00 4 2) Purchase of electrodes and batteries required for the =` Heart Monitoring System. (Biofeedback).......... $ 3 2 50 00 It should be noted that the Biofeedback System was -„ upgraded to provide a heart monitoring instrument. This was at no additional cost to the simulator contract price. 3) Wire and installation of video feeds to the two (2) F., classrooms and de -briefing rooms .................$3,250.00 f ' These contract additions total $16,000.00 and represent 3% of the original $592.490 contract. ., w 1 - 1, L L- • A 1. t 00 00, Cesar H. Odio City- Manager Page 2 of 2 Funding for the original contract was provided by a $300,000.00 grant from the McKnight Foundation and an allocation of $292,290.00 from the Law Enforcement Trust Fund. It is recommended that the $16,000.00 contract increase be funded from the Law Enforcement Trust Fund. Adequate funds are available. All of the herein expenditures were due to a valid emergency need for the continued training of personnel.
