A RESOLUTION REJECTING ALL DEVELOPMENT
PROPOSALS SUBMITTED WITH RESPECT TO THE
DEVELOPMENT OF AFFORDABLE RENTAL HOUSING
ON THE PUBLICLY OWNED 8.5 ACRE SITE
KNOWN AS THE MELROSE NURSERY SITE AND
THE 2.5 ACRE CIVIC CENTER SITE; FURTHER
DIRECTING THE CITY MANAGER TO CONDUCT A
REVIEW OF ALTERNATIVE METHODS IN REGARD
TO SAID SITES FOR PROVIDING HOUSING AT
RENTAL RATES AFFORDABLE TO LOW AND
MODERATE INCOME FAMILIES AND INDIVID-
UALS.
WHEREAS, the Project Development Term designated through

Resolution No. 83-1165 to develop affordable rental housing on
the publicly owned 8.5 acre site known as the Melrose Nursery
Site, and the 2.5 acre Civic Center Site has indicated its
inability to develop such housing in accordance with its
proposal; and
WHEREAS, there is no pending proposal for the development of
such housing on said sites deemed consistent with the
major objectives of the affordable Rental Housing Development
Program;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. All development proposals submitted on the

8.5 acre site known as the Melrose Nursery Site and the 2.5 acre
site known as the Civic Center Site are hereby rejected.
Section 2. The City Manager is hereby directed to conduct a
review of alternative methods in regard to said sites for
providing housing at rental rates affordable to low and moderate
income families and individuals.

Manager, designated a project development team composed of Related
Housing Companies, Marbilt, Inc., Consort, Ltd, and Thacker
Construction Co. to develop an affordable rental housing complex on
an 8.5 acre publicly owned site known as the "Melrose Nursery Site".
The proposal submitted by the above development team was deemed by
the Proposal Review Committee, the City Manager, and the City
Commission to be superior to the proposal submitted by the other
project development team composed of Home and Housing of Dade, Inc.
and Cardenas and Associates in accordance with the evaluation
criteria specified in the Invitation for Proposals.
Subsequent to its selection, the Project Development Team indicated
that, in the absence of $1,500,000 in secondary financing from the
City of Miami, it could not develop the project as proposed.. The
Dade County Attorney ruled that the provision of the requested
financing assistance would invalidate the competitive selection
process. The Project Development Team was so advised and has failed
to respond as to its intention to proceed with the proposed project
without the requested secondary financing assistance.
