A RESOLUTION CONDITIONALLY AUTHORIZING
METROPULITA14 DADE COU14TY ON BEHALF OF
THE CITY OF MIAMI TO ADVERTISE FOR,
EVALUATE, AND ACCEPT THE BID OF A VENDOR
TO PROVIDE UNITED STATES DEPARTMENT OF
AGRICULTURE APPROVED LUNCHES TO ELIGIBLE
CHILDREN DURING THE SUMMER OF 1986, AND
FURTHER AUTHORIZING 14ETROPOLITAN DADE
COUNTY TO ENTER INTO A CONTRACT(S)
AND/OR AGREEMENT(S) WITH THE SUCCESSFUL
BIDDER(S)-
WHEREAS, the United States Department of Agriculture,
through the Florida Department of Education, has tentatively
agreed to fund the City of Miami's annual Summer Food Service
Program in 1986; and
WHEREAS, Metropolitan Dade County has offered to include the
y City of Miami in a bid proposal to select a vendor (s) to provide
=' summer lunches; and
WHEREAS, being a part of the Dade County bid package allows

vendors to offer summer lunches at a rate lower than that which
y of Miami having a separate bid
could be obtained by the Cit

WHEREAS, the City of Miami plans to serve 1628435 lunches
(4,165 lunches/day x 39 days) to eligible children at twenty-five
sites throughtout the City during the summer of 1986;
, BE IT RESOLVED BY THE COMMISSION OF THE CITY
NOW, THEREFORE
OF MIAMI, FLORIDA:
4 Section 1. Metropolitan Dade County is hereby authorized to
advertise for, evaluate, and accept the bids(s), on behalf of the
City of Miami, of a vendor(s) to provide United States Department
of Agriculture approved lunches to eligible children during the

Section 2. The herein authorization is subject to the
review and approval of the City Commission of the bid to be
recommended for acceptance and award by the Dade County
Commission.

It is recommended that Metropolitan
Dada County be authorized, on
behalf of the City of Miami, to
advertise for, evaluate, and accept
a bid(s) of a vendor(s) to provide
lunches to eligible children during
the summer of 1986 and to enter
into a contract(s) and/or
agreement(s) with the successful
bidder(s) to serve the number of
lunches specified by the City of
Miami at a fixed rate per lunch not
to exceed the reimbursement rate
established by the Florida
Department of Education.
BACKGROUND:
The Summer Food Service Program provides a box lunch to children
aged 18 and under during the summer. Since 1968, the City of
Miami has provided these summer lunches as an integral part of a
summer recreation program offering arts crafts, sporting
activities, field trips, and special events. This year, we are
planning to serve up to 4,165 lunches daily in twenty-five (25)
sites carefully chosen to provide reasonable access to all of
Miami's youth.
The Florida Department of Education has again selected
Metropolitan Dade County as the agency responsible for the
selection of the vendor for sponsors who wish to be covered under
the "umbrella" bid conducted for the Summer Food Program in Dade
County. The "invitation to bid" document which Metro -Dade County
must prepare is reviewed and approved by the Florida Department
of Education (DOE) for conformance with the rules and regulations
promulgated by the United States Department of Agriculture
(USDA). For example, the lunch menu must meet USDA's strict
nutritional requirements. Preparation of our own bid document

would be an arduous task requiring approval of DUE. Also, it is
expected that the rate per lunch will be lower if the City
participates in Dade County's "umbrella" bid. All operational
and administrative expenses will be paid by the USDA.
