A RESOLUTION AUTHORIZING THE
"HERITAGE OF MIAMI" AS THE
OFFICIAL TALL SHIP
REPRESENTATIVE VESSEL OF THE
CITY OF MIAMI AT ALL "OPERATION
SAIL 1986" PROGRAM ACTIVITIES
WHICH ARE SCHEDULED ALONG THE
EASTERN SEABOARD INCLUDING THE
JULY 4, 1986, STATUE OF LIBERTY
CELEBRATIONS IN NEW YORK
HARBOR; FURTHER ALLOCATING AN
AMOUNT OF $10,000 AVAILABLE
FROM THE DEPARTMENT OF
DEVELOPMENT, PROMOTIONAL
ACTIVITIES ACCOUNT, AS THE
CITY'S CONTRIBUTION FOR
PROMOTIONAL SERVICES TO BE
PROVIDED BY THE "HERITAGE OF
MIAMI" AT NATIONAL "OPERATION
SAIL 1986" ACTIVITIES AND AT
LOCAL PROMOTIONAL EVENTS.
WHEREAS, on March 18, 1986, the City Commission presented a
Certificate of Appreciation to the HERITAGE OF MIAMI, a 70'
Schooner Tall Ship, recognizing the HERITAGE OF MIAMI as the
official representative vessel of the City of Miami at all
"Operation Sail 1986" program activities scheduled along the
eastern seaboard; and
WHEREAS, the HERITAGE OF MIAMI's participation at
"Operation Sail 1986" waterfront celebrations hosted by several
cities including Norfolk, Virginia; Alexandria, Virginia;
Washington D.C.; Baltimore, Maryland; and New York City will
provide a unique promotional opportunity for the City of Miami
locally, nationally, and internationally; and
WHEREAS, the HERITAGE OF MIAMI as a participant at
"Operation Sail 1986" celebrations, will receive extensive media
coverage including newspaper and magazine articles, spots on
local television news programs and local television feature
magazine format broadcasts over a minimum six -week period as the
vessel attends each City's celebration, culminating July 4,
1986, at New York Harbor for the Salute to the Statue of Liberty
celebrations; and

WHEREAS, international media coverage of the New York
Harbor celebration of the reopening of the Statue of Liberty
itself will be a significant opportunity for City of Miami
officials and representatives to promote our community;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The City Commission hereby recognizes the
HERITAGE OF MIAMI as the official Tall Ship representative
vessel of the City of Miami at all "Operation Sail 1986" program
activities which are scheduled along the eastern seaboard
including the July 4, 1986, Statue of Liberty celebrations in
New York Harbor.
Section 2. An amount of $10,000 is hereby allocated from
the Department of Development, Promotional Activities Account,
as the City's contribution for promotional services to be
provided by the HERITAGE OF MIAMI at national "Operation Sail
1986" activities and at local promotional events.

The HERITAGE OF MIAMI'S participation at Operation Sail 1986
celebrations will provide a unique opportunity for the City to
promote our community locally, nationally, and internationally
through newspaper and magazine articles, spots on the hosting city's
local television news programs and other television broadcasts as the
Tall Ships make their way to New York Harbor over an approximate six —
week period. On July 4, 1986, Operation Sail 1986 culminates its
activities with the celebration of the reopening of the Statue of
Liberty in New York Harbor, an event that will receive significant
national and international media coverage.
It is requested that the attached Resolution be adopted authorizing
the City Manager to allocate an amount of $10,000 available from the
Promotional Activities Account of the Department of Development, as
the City's contribution for promotional services that will be
provided by the HERITAGE OF MIAMI at national Operation Sail 1986
activities and at local events publicizing the vessel.

Miami's; Tallship at the Re -opening of
the Statue of Liberty _ Summer Of 1981
In the summer of 1986, the attention of the nation and the
world will be focused on New York Sarbor for the reopening of the
Statue of Liberty. The celebration, already largely planned and
committed, is expected to exceed that witnessed for the nation's
Bi-centennial in 1976 at which tall ships from around the world
converged on New York in an extravaganza of publicity and patri-
otism.
A group of local residents believe that the reopening of the
Statue of Liberty in the summer of 1986 provides a special oppor-
tunity for the City of Miami and the South Florida area to draw
positive attention to itself, locally, nationally, and inter-
nationally through a project which would also promote a feeling
of civic pride, as well as ethnic cooperation. The concept is
for Miami to send, as its representative for the Statue's
reopening celebration, our own tall ship crewed by a tri-ethnic
mix of young men and women from our community.
The trip from Miami north would include stops at a number of
cities along the coast at which prearranged publicity -oriented
events would be staged. In past years, in connection with the
Bi-Centennial in 1976 and the tall ships race to Boston in 1980,
similar stops received local media attention, including newspaper
and magazine articles, spots on local television news programs
and local TV feature magazine format broadcasts. Media coverage
