IN SAID ORDINANCE AS APPROVED BY THE CITY
COMMISSION AND CITY MANAGER; CONTAINING A
= REPEALER PROVISION AND A SEVERABILITY
CLAUSE
Whereas, the administrative measures taken by the City Manager
and the reorganizational ordinances adopted by the City
Commission at its January 9 and 23, '1986 meetings are listed as
follows:
Eliminating the appropriation for the Office of Public
Information in the amount of $949,600, eliminating the
appropriation for the Office of Intergovernmental Affairs in the
amount of $251,507, increasing the appropriation for the
Department of Management and Budget in the amount of $59,345 to
absorb the function of Grants Administration formally the
responsibiltity of the office of Interqovernmental Affairs,
transferring the appropriation for the Convention Bureau in the
amount of $328,730, also increasing the appropriation and revenue
for Conferences and Conventions in the amount of $328,730,
transferring the appropriation for Economic Development $391,738,
International Trade Promotion $415,069, South Fast Overtown/Park
West $917,869, and the Office of Captital Improvement 5738,564,
increasing the appropriation for the Department of Development in
the amount of $2,463,240, decreasing the appropriation in the
Finance Department in the amount of $575,841, increasing the
appropriation and revenue in the Internal Service Fund in a like
amount to establish the Division of Purchasing as an Internal
Service Operation, decreasing the appropriation in the Parks and
Recreation Department in the amount of $252,787, increasing the
appropriation in the Public Works Department in a like amount, in
order to transfer the design function of the Parks and Recreation
Department to the Public Works Department, increasing the
appropriation in the Parks and Recreation Department in the
amount of $103,950 which places the office of Marinas Development
under the supervision of the Parks and Recreation Department,
increasing the appropriation for the Department of Internal
Audits and Reviews in the amount of $338,917, $262,237 to absorb
the functions of the Office of Professional Compliance, and
$76,650 to absorb the Affirmative Action function, formally the
responsibility of the Personnel Management Department, increasing
Special Programs and Accounts a net amount of $23,713 which
balances all the increases and decreases approved by the City
Commission and City manager to the F Y ' 8 6 General Fund
Appropriation, further changing departmental names, and offices
in said ordinance as approved by the City Commission and City
Manager;
NOW THEREFORE BE IT ORDAINED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. Section 1 of ordinance no. 10039, adopted
September 17, 1985, the annual appropriations ordinance for the

Section 2. The purpose of the herein ordinance is to
reflect in the Fiscal Year 1985-86 General Operating appropriation
ordinance adopted by the City Commission on September 17, 1985,
the changes (which are outlined in the Title and body of this
Ordinance) passed by the Ci ty Commi ssi on at thei r January 9 and
23 1986 meetings as well as the administrative changes authorized
by the City Manager, as a result of the City wide reorganization.
Section 3. All ordinances or parts of ordinances in-
sofar as they are inconsistent or in conflict with the provisions
of this ordinance are hereby repealed.
Section 4. If any section, part of section, paragraph,
clause, phrase, or word of this Ordinance is declared invalid, the
remaining provisions of this ordinance shall not be affected.

It is recommended that the herein
ordinance be adopted to
reflect the changes in appropriations
which have resulted from recent
administrative measures taken by the
City Manager and to reflect necessary
changes due to reorganizational
ordinances adopted by the City
Commission at its January 9 and 23,
1986 meetings: Ordinance Numbers
10,067, 10,068, 10,069, 10,070,
10,071, 10,076.
The City Commission at its January 9 and 23rd meetings passed
ordi nances 10,067, 10,068, 10,069, 10,070, 10,071, 10,076 re-
commended by the City Manager to streamline City Government and
make it more responsive to Miami's residents. These initiatives
wi.l.l create a more productive and 'efficient organizational
structure reduce personnel cost and operating expenses and
incorporate the highest and best use of the city's limited
resources. These organizational realignments will result in an
annualized savings of approximately $3,000,000 primarily
generated as a result of position reductions and associated
fringe benefits and operating supplies.
The attached . ordinance amends the appropriate sections
of the annual appropriations ordinance, adopted September 17,
1985 by incorporating all the changes approved by the City
Commi scion and the Ci ty Manager as a resul t of the ci ty wi de
reorganization.
This ordinance is scheduled for the March 18, 1986
City Commission meeting.
