II-13", APPROPRIATING FUNDS FOR ITS OPERATIOJI
IN THE AMOUNT OF $9GO,500 FROM THE UNITED
STAPES DEPARTMENT Ur LABOR; AUTHORIZING THE
CITY MANAGER TO ACCEPT THE GRANT AWARD FROM
THE UNITED STATES DEPARTMENT OF LABOR AND TO
ENTER INTO THE NECESSARY CONTRACT(S) AND/OR
AGREEMENT(S) FOR THE ACCEPTANCE' ON THE GRANT;
CONTAINING A REPEALER PROVISION AND A
SEVERABILITY CLAUSE.
WHEREAS, the United States Gojernment Massed the Job Train-
ing Partnership Act (Public Law 97-300) on October 13, 1982 to
establish employment training programs for youth and individuals
who are unskilled, economically 3isadvantaged, who face serious
barriers to employment, or who are in special need of such
training to obtain Productive employment; and
WHEREAS, Title II-B of the Act authorizes funds from the
United States Department of Labor for summer youth employment and
traininy programs including that administered by the City of
Miami; and
WHEREAS, these programs provide basic and remedial
education, institutional and on-the-job training, work ex-
perience, employment counseling, occupational training
preparation, outreach and enrollin.ent activities, employ -ability
assessment, job referral and placement, job search and job club
activities, and many other employment or job training activities
designed to give employment to eligible individuals or prepare
them for employment, and to provide support services enabling
such individuals to participate in the program; and
WHEREAS, under the terins of the grant, the City intends to
immediately acquire professional services from a non-profit,
community based organization to implement and operate the JTPA
Title II-B Summer Youth Employment and Training Program (SYETP)
with funds to be allocated from the proposed Special Revenue
Fund; and
WHEREAS, a minimum 850 participants will be provided part-
time employment (25 hours/week) during the: period June 30, 1986
to August 21, 1986; and
WHEREAS, these participants will also be provided 31 hours
of classroom training from June 23, 1986 to June 27, 1986; and
WHEREAS, the U.S. Department of Labor through the South
Florida Employment and Training Consortium has allocated the sum
of $960,500 JTPA Title II-13 funds to the City of Miami to conduct
the Summer Youth Employment and Training Program during the
summer of 1986;
NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The following Special Revenue Fund is hereby
established and resources are hereby appropriated as described
herein:

Section 2. The City Manager is hereby authorized to accept
the grant as set forth in the preamble to this ordinance and to
negotiate the necessary contract(s) and/or agree;nent(s) to carry
out the Summer Youth Employment and Training Program-1986/JTPA
II-B and that such contract(s) and agreement(s) be presented to
the City Commission prior to execution thereof.
Section 3. All ordinances or parts of ordinances insofar as
they are in conflict with the provisions of this ordinance are
hereby repealed.
Section 4. If any section, part of st✓ction, paragraph,

Miami and upon the further grounds of the necessity to make the
required and necessary payments to its employees and officers,
payment of its debts, necessary and required purchases of goods
and supples, and to generally carry on the functions and duties
of municipal affairs.
Section 6. The requirements of reading this ordinance on
two separate days in hereby dispensed with by a vote of not less
than four -fifths of the members of the Commission.

ENCLOSURES:
It is recommended that the City Commission
adopt the attached emergency ordinance
establishing a Special Revenue Fund for the
Summer Youth Employment and Training Program,
appropriating funds in the amount of $960,500
to be received from the United States
Department of Labor under the Job Training
Partnership Act, authorizing the City Manager
to accept this grant and to execute the
necessary contracts with the granting
agencies.
Since 1982, the City of Miami has administered a summer
employment and training program for the disadvantaged youth of
the community. Under the U.S. Department of Labor's Job Training
Partnership Act, the South Florida Employment and Training
Consortium (SFETC) has approximately $960,500 available for the
City's program. This comprehensive program offers a broad
spectrum of educational, support, training, assessment, referral,
and placement services, as well as actual job experience and
wages, to individuals between the ages of 14 and 21 during the
summer months. The grant further provides for the acquisition of
professional services from a local non-profit organization for
the implementation and operation of the program.
Due to the complexities of federal and SFETC funding cycles, the
City has been given less than a month to make all fiscal,
administrative, and implementational arrangements for this vital
program and its grant funds. The Parks and Recreation Department
will administer the program and supervise its operation by a
community -based organization. The majority of grant funds will
be expended to the 850 participants in the form of wages, and a
sizeable portion to the organization providing professional
sevices, as follows:

It is recommended that the attached emergency ordinance be
adopted by the Commission so that start-up funds can be
immediately expended to prepare for the Summer Youth Employment
and Training Program.
NOTE: A resolution authorizing the acquisition of. professional
services from Belafonte Tacolcy Center for the program is
also being presented for City Commission action.
