AN EMERGENCY ORDINANCE ESTABLISHING A NEW SPECIAL REVENUE FUND ENTITLED: "SUMMER FOOD SERVICE PROGRAM FOR CHILDREN 1986"; AND APPROPRIATING FUNDS FOR THE OPERATION OF SAME IN THE AMOUNT OF $277,763.85 CONSISTING OF A GRANT FROM THE UNITED STATES DEPARTMENT OF AGRICULTURE; AUTHORIZING THE CITY MANAGER TO ACCEPT THE GRANT AWARD FROM THE UNITED STATES DEPARTMENT OF AGRICULTURE AND TO ENTER INTO THE NECESSARY CONTRACT(S) AND/OR AGREEMENT(S) FOR THE ACCEPTANCE OF THE GRANT; CONTAINING A REPEALER PROVISION AND A SEVERABILITY CLAUSE. — WHEREAS, The Florida Department of Education Food and Nutrition Management has agreed to reimburse the City of Miami at a rate of $1.71 per summer lunch provided to children within the parks of the City of Miami; and WHEREAS, each $1.71 reimbursement will provide $1.585 for operational and actual lunch costs, and 12.5C for administrative costs of the program; and WHEREAS, an estimated 162,435 lunches will be served during the project period starting June 23th and ending August 15, 1986; and WHEREAS, an estimated $277,763.85 will be received from the State of Florida for carrying out the program; NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The following Special Revenue Fund is hereby established and resources are hereby appropriated as described herein: FUND TITLE: Summer Food Service Program for Children - 1986 RESOURCES: United States Department of Agriculture through the Florida Department of Education $277,763.85 APPROPRIATION: Summer Food Service Program for Children - 1986 $277,763.85 Section 2. This appropriation is contingent upon the approval of the City°s application by the Florida Department of Education and the City Managers acceptance thereof. Section 3. The City Manager is hereby authorized to accept the grant as set forth in the preamble to this ordinance and to enter into the necessary contract(s) and/or agreement(s) to accept the grant for the summer food service program for children. Section 4. All ordinances or parts of ordinances insofar as they are in conflict with the provisions of this ordinance are hereby repealed. Section 5. If any section, part of section, paragraph, clause phrase, or word of this ordinance is declared invalid, the remaining provisions of this ordinance shall not be affected. Section 6. This ordinance is hereby declared to be an emergency measure on the grounds of urgent public need for the preservation of peace, health, safety, and property of the City of Miami and upon the further grounds of the necessity to make the required and necessary payments to its employees and officers, payment of its debts, necessary and required purchases of goods and supplies, and to generally carry on the functions and duties of municipal affairs. Section 7. The requirement of reading this ordinance on two separate days is hereby dispensed with by a vote of not less than four -fifths of the members of the Commission. Odlo City Manager DATES APR 3 1986 FILE: SUBJECT. bummer Food Service Program for Children - 1986 REFERENCES: ENCLOSURES: Emergency Ordinance it is recommended that the City Commission adopt the attached emergency ordinance appropriating funds in the amount of $277,763.85 to be received frora the United States Department of Agriculture to conduct a summer food service program for youth aged 16 and under from June z3, 1986 through August 15, 1986. Since 1968, The City of Miami has provided a nutritious lunch co our youth as part of a comprehensive summer recreation program featuring arts and crafts, a variety of sporting activities, field trips, and special events. This year, we plan to serve up to 4,i65 lunches per day using twenty-five (25) sites throughout the City. The Florida Department of Education will reimburse the City at a fixed rate of $1.71 per lunch. This rate will provide sufficient funds to cover the lunch cost and hire up to 50 temporary, part- time recreation aides to operate the program. It is recommended by the Department of Parks and Recreation that the attached emergency ordinance be adopted at the Commission meeting so that start-up funds can be expended to prepare for the summer food program.
