A RESOLUTION RESCINDING MOTION NO. M-86-294,
ADOPTED APRIL 22, 1986, REGARDING THE
DEVELOPMENT OF WATSON ISLAND; FURTHER
DIRECTING THE CITY ADMINISTRATION TO CEASE
EFFORTS TO EXTEND THE DEVELOPMENT ORDER ISSUED
FOR DEVELOPMENT ON SAID ISLAND.
BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA:
Section 1. Motion No. 86-294, adopted April 22, 1986, regarding
the development of Watson Island, is hereby rescinded.
Section 2. The City Administration is hereby directed to cease
efforts to extend the Development Order issued for development on said
Island.

Commission, to be held at the Commission Chambers today,
Thursday; May 1, 1986 at 3:30 p.m. The topic will be the Watson
Island project and recent developments related to it.

Dear Commissioner Plummer:
Our consultant, Mr. Hilario F. Candelp, has previously informed you of ALANDCO's
interest in the proposed exhibition center. ALANDCO, formerly W. FIagler Investment
Corp., is a subsidiary of the FPL Group engaged in real estate development. We
control; together with our sister subsidiary, about 50% of the land in the area known
as the River Quadrant. It is our intention, through additional acquisitions and/or
the cooperation of existing landowners, to be able to master plan the entire River
Quadrant of about 40 acres of land. An opportunity of this magnitude in the downtown
area of Miami may not present itself again for a long time --if ever. ALANDCO feels
strongly that unless the master planning is done on the entire River Quadrant at this
time, that the City will miss an unusual opportunity to enhance and revitalize this
very significant parcel of land located within the very heart of downtown Miami.
To select a block(s) now and build an exhibition center immediately is to "cripple"
any meaningful master planning efforts on the entire quadrant.
It is ALANDCO's intention to proceed into a design competition later this fall whereby
architectural firms of outstanding repute will be invited to master plan diverse
elements on the site. It is envisioned that offices, restaurants, retail and other
elements will be joined together by the river walk, promenades, parks, gardens,
fountains and people movers at a variety of levels --some elevated over the existing
streets --but all of them well located to parking and the Metrorail. These will be
architecturally combined in an ingenious manner to form Miami's International River
Center.
ALANDCO feels it is entirely appropriate that the City's exhibition center be included
in the design program to be issued to the competing architectural firms. Thus, when
the competition is completed in Iate 1987, the City can proceed with its exhibition
center, confident with the knowledge that its location is keyed functionally to the
master plan of the river quadrant as well as the existing Knight Center. if the City
moves expeditiously, the exhibition center can be ready for occupancy in late 1990
or early 1991.

If these estimated dates are too distant, then ALANDCO would consider dispensing
with the competition and immediately engage an outstanding architectural firm to
proceed with the master planning. This would accelerate the occupancy of the
exhibition center by about a year.
In any event, ALANDCO would be pleased to add the City's exhibition center to our
design program without financial obligation to the City. if this invitation is of interest
to you, may I suggest that representatives of the City meet with us to discuss the
subject in greater detail.
