City Manager ENCLOSURES:
May 8, 1986)
On April 10, 1986, the City Commission passed a resolution
authorizing and permitting the restriction of vehicular access to
the Belle Meade neighborhood by the construction of landscaped
barriers at five intersections.
Residents in the Belle Meade neighborhood have requested that the
City study traffic circulation problems within the neighborhood
created by the restriction of vehicular access.
Presently vehicles entering the neighborhood at N.E. 76 Street
tend to remain on this unrestricted, thru-street and do not
disperse onto other streets until close to their destination.
Attached are two options which encourage drivers to utilize
streets other than N.E. 76 Street soon after entering the Belle
Meade neighborhood.
Option 1 utilizes stop signs to discourage drivers from using
N.E. 76 Street and encourages maximum dispersion onto other side
streets. Although inconvenienced by stop signs, all interior
streets remain open to traffic and emergency vehicles.
Option 2 further restricts travel by utilizing a traffic diverter
which physically forces vehicles onto side streets and traffic
circles to control vehicle speeds. All costs for construction of
traffic diverters and traffic circles should be borne by the
Belle Meade Homeowners Association, Inc.
