(MDTTC) AND THE CITY OF MIAMI; WHEREBY THE CONTRACT EXPIRATION DATE IS EXTENDED FROM MAY 1. 1986 TO AUGUST 1, 1986 AND INCORPORATING' A NEW WORK PROGRAM A14D BUDGET, BASED ON THE $18,750 CITY OF MIAMI ALLOCATION FOR THE PERIOD OF JANUARY 31, 1986 TO MAY 1, 1986 INCORPORATED HEREIN. WHEREAS the CityCommission approved Resolution M . 85-853 pp tion o on July 25, 1985 authorizing the City Manager to execute an agreement in the amount of $18,750 with the Miami Dade Trade and Tourism Commission, Inc. (MDTTC); an WHEREAS, the City Manager executed a contract with the MDTTC on August 23, 1985; and WHEREAS, the City Commission approved Resolution No. 85-1151 on November 26, 1985 authorizing the City Manager to amend the contract dated August 23, 1985 whereby the contract amount was increased from $18,750 to $37,500 and whereby the contract expiration date was extended from October 31, 1985 to January 31, 1986; and WHEREAS, the City Manager executed Amendment No. 1 to the contract dated august 23, 1985 with the MDTTC on January 7, 1986; and WHEREAS, on February 27, 1986, the City Commission approved Resolution No. 86-166, authorizing the City Manager to amend for a second time the contract dated August 23, 1985 whereby the contract amount was increased from $37,500 to $56,250 and the contract expiration date was extended from January 21, 1986 to May 1, 1986; and WHEREAS, the City Manager executed Amendment No. 2 to the contract dated August 23, 1985 with the MDTTC on March 28, 1986; a n d oft COMM N id mnNG of I M WHEREAS, the MDTTC has requested that the contract period be extended in order to continue their work in accordance with a new Management by Objectives (MBO) Work Program and Budget based on the $18,750 City of Miami allocation for the period of January 31, 1986 to August 1, 1986; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The City Manager is hereby authorized to amend for a third time in a form acceptable to the City Attorney, the contract dated August 23, 1985 between the Miami Dade Trade and Tourism Commission, Inc. (MDTTC) and the City of Miami whereby the contract expiration date is extended from May 1, 1986 to August 1, 1986. Section 2. A new Management by Objectives (MBO) Work Program and Budget based on the $18,750 City of Miami allocation for the period of January 31, 1986 to August 1, 1986 is hereby incorporated in this Amendment. 198G. (MDTTC) has requested the following changes concerning the contract dated August 23, 1985 between the City of Miami and the MDTTC. r A. To extend the contract expiration date from May 1, 1986 to August 1, 1986. B. To incorporate a new Management by Objectives (MBO) Work Program and Budget for the period commencing on January 31, 1986 and terminating on August 1, 1986. Odi o City Manager DATE: M91 1 VV SUBJECT: Silvia Altman RILE: REFERENCES: City Commission Agenda Discussion Item ENCLOSURES: May 8, 1986 Ms. Silvia Altman, an elderly homeowner who resides at 3368 S.W. 3rd Street, has asked me to inform you of her housing dilemma as well as her proposal for resolving it. 71 Some time ago, Ms. Altman applied for home repair financing assistance through the City's CDBG funded Rehabilitation Loan and Grant Program. An inspection of the property by program staff revealed that Ms. Altman's home was in a severe state of dilapidation. An independent contractor estimated the cost of bringing Ms. Altman's house to code to be $45,000, approximately the cost of building a new one. The maximum home repair loan available through the City's program is $30,000. Moreover, Ms. Altman's income precludes the possibility of her being able to repay a home improvement loan of any amount. While direct grants of up to $10,000 are available to homeowners in Ms. Altman's economic category, this amount is vastly insufficient to fund the cost of bringing Ms. Altman's home to minimum standards. Ms. Altman has been advised of these factors by staff on numerous occasions and advised to seek alternate living accommodations for her personal health and safety. However, Ms. Altman remains steadfast in her determination to continue occupying the house and to secure the funding necessary to rehabilitate it from the City. The assessed value of the property is $49,179. Ms. Altman is requesting that the City fund the cost of rehabilitating her home in exchange for a deed to the property given by her to the City subject to a life estate in her favor. In considering Ms. Altman's proposal, please be aware that her housing situation is common to many elderly homeowners in Miami.
