A RESOLUTION CLOSING CERTAIN STREETS TO
THROUGH VEHICULAR TRAFFIC AND
ESTABLISHING A PEDESTRIAN MALL DURING
SPECIFIED HOURS FOR THE 1986
MIAMI/BAHAMAS GOOMBAY FESTIVAL; SAID
STREET CLOSING SUBJECT TO THE ISSUANCE
OF PERMITS BY THE DEPARTMENT'S OF POLICE
AND FIRE, RESCUE AND INSPECTION
SERVICES; ESTABLISHING AN AREA
PROHIBITED TO RETAIL PEDDLERS DURING THE
PERIOD OF THE EVENT; ALLOWING THE SALE
OF BEER AND WINE FOR A TWO-DAY PERIOD BY
THE MIAMI/BAHAMAS GOOMBAY FESTIVAL
COMMITTEE 1N CONNECTION WITH SAID
FESTIVAL TO BE HELD IN COCONUT GROVE ON
JUNE 7 AND 8, 1986; SUBJECT TO THE
ISSUANCE OF ALL REQUIRED PERMITS AND
COMPLIANCE WITH SUCH CONDITIONAS AND
LIMITATIONS AS MAY BE PRESCRIBED BY THE
CITY OF MIAMI.
WHEREAS, the 1986 Miami/Bahamas Goombay Festival has been
planned for June 7 and 8, 1986 with a kick-off ceremony the

evening of June 6 in Peacock Park; and
WHEREAS, the organizers of the event have requested
permission to sell beer and wine (and other merchandise) along
the curbs of certain streets during the specified hours of the
event; and
WHEREAS, Ordinance No. 9777 of January 26, 1984, prescribes
specific conditions and limitations for the sale and consumption
of alcoholic beverages during outdoor events and street festivals
which are permitted in accordance with Section 54-4 of the Miami
City Code; and
WHEREAS, certain streets should be closed to through
vehicular traffic on June 7 and 8, 1986 during specified hours to
ensure the safety of participants and attendees;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. In order to provide safe passage and a temporary
pedestrian mall during the 1986 Miami/Bahamas Goombay Festival,
the following streets are hereby closed to through vehicular
traffic on June 7 and 8, 1986 from 7:00 A.M. to 8:00 P.M.:

a) Douglas Road from U.S. 1 to Grand Avenue
b) Grand Avenue from Douglas Road to Matilda Street
c) Commodore Plaza from Grand Avenue to Main Highway
d) All streets and avenues intersecting the area listed
above
r Section 2. ouch closing of streets is subject to the
issuance of permits by the Departments of Police and Fire, Rescue
and Inspection Services. Said permit from the Department of
Police is to be issued upon the full approval of the Chief of
Police after giving all due consideration to the safety and

traffic needs of residents, businesses and religious institutions
in the area for entering and crossing through said arterials and
upon the favorable exercise of the City Manager's judgement
predicated upon all factors set forth herein.

Section 3. Pursuant to the provision of Ordinance No. 8851,
enacted September 28, 1978, all retail peddlers' occupational
licenses issued under the provisions of Chapter 31 of the City
Code, as amended, will not be valid on June 7 and 8, 1986, during
the hours of 7:00 AM to 8:00 PM on the above designated streets,
and on all intersecting streets for two blocks in all directions.
Section 4. Permission to sell beer and wine for a two-day
period is hereby granted to the Miami/Bahamas Goombay Festival
Committee in connection with the 1986 Miami/Bahamas Goombay
Festival to be held in Miami on June 7 and 8, 19860 subject to
the issuance of all required permits and compliance with all
conditions and limitations as may be prescribed by the City.

We would like to request on behalf of the Miami/Bahamas Goombay
Festival in Coconut Grove, Inc. committee, that this year's
Goombay Festival Committee spokesperson be placed as a personal
appearance item on the May 7, 1986 city agenda to request street
closure and other city services and permissions in connection with
the June 6,7 and 8, 1986 festival.
