HomeMy WebLinkAboutR-86-0359J-86-368 RESOLUTION NO. 8 6 _ 3 11) 9 A RESOLUTION RATIFYING AND CONFIRMING THE EMERGENCY FINDING OF THE CITY MANAGER BY A 4/5THS AFFIRMATIVE VOTE OF THE MEMBERS OF THE CITY COMMISSION THAT THE REQUIREMENTS FOR FORMAL COMPETITIVE SEALED BIDS COULD NOT BE MET DUE TO THE SHOW BROADCASTING, SCHEDULE FURTHER APPROVING THE PURCHASES OF SOD, SOIL, FENCING, INSTALLATION OF TREES AND THE RENTAL OF A BARGE NEEDED AT THE MARINE STADIUM FOR THE PHIL DONAHUE SHOW AT A TOTAL COST OF $30,467.00; FUNDS ARE AVAILABLE FROM SPECIAL PROGRAM AND ACCOUNTS - CONTINGENCY FUND. WHEREAS, clue to the fact that the Phil Donahue show was broadcast from the ;4arine Stadium the week of February 3, 1986 several emergency purchases were necessary; and WHEREAS, these materials and improvement were necessary to enhance the appearance of the stadium on national television; and WHEREAS, due to the time frame for this event these purchases could not await the normal authorization process and required immediate action; and WHEREAS, the Department of Parks and Recreation in conjunction with the department of Public Facilities, contacted Murray Fence Co., Melrose Nursery, Inc, and Bunnell Foundation, Inc. to provide the necessary supplies and services; and WHEREAS, the event was completed in a satisfactory manner and the show gave Miami the exposure desired; and WHEREAS, funds for these purchases have been made available from Special Program & Accounts - Contingency Fund,; and WHEREAS, the Directors of the Department of Parks and Recreation and the Department of Public Facilities determines] that the validity of these emergency purchases and recommended the waiver of formal sealed bids, acceptance of goods and services and authorization of payment to Murray Fence Co. in the amount $5,737.00, Melrose Nursery, Inc. in the amount of $18,530.00 and Bunnell Foundation, Inc. in the amount of $6,200.00 for a total cost of $30,467.00; and Xermc OF s!i-359 WHEREAS, this determination has been approved by and adopted as the findinys of the Chief Prr-)r_urement Officer and the City Manager; . NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. By a 4/5ths affirmative vote of the Members of the City Commission, the City Manager's written finding of an i i emergency due to the time frame to produce this event and the ;i emergency purchases of sod, soil, fencing, installation of trees §EE and the rental of a barge, is hereby ratified, approved and confirmed. Section 2. The requirement for formal sealed bids for the above purchases is hereby waived, and the payments to Murray Fence Co., for fencing materials and installation at a cost of $5,737.00, Melrose Nursery, Inc. for soil and installation of trees at a cost of $18,530.00 and Bunnell Foundation, Inc. for rental of a barge to be used for the show at a cost of $6,200.00 is hereby authorized with funds available from Special Program & . Accounts - Contingency Fund. Section 3. The City Manager is hereby authorized to instruct the Assistant Chief Procurement Officer to issue Purchase Orders for these materials. Odlo, -City REFERENCES Manager ENCLOSURES: It is recommended that a resolution be passed ratifying, approving and confirming the finding that certain Marine Stadium Projects constituted an emergency and the authorization to issue purchase orders to Melrose Nursery, Inc. in the amount of $18,530., to Murray Fence Company in the amount of $5,737., and Bunnell Foundation in the amount of $6,200. for the Departments of Stadiums and Parks and Recreation at a total cost of $30,467. Pursuant to Section 18-52.6 of the City Code, a written finding was made December 30, 1986 that established certain projects at the Marine Stadium as emergencies: the rental of a barge for use as a stage, and the furnishing and installation of trees, sod and fence materials in preparation for the television broadcast of the Phil Donahue show during the week of February 3, 1986. To complete the installation of these items by January 27 (one week prior to the show), it was necessary to fast -track the procurement process. The Chief Procurement Officer was authorized to obtain informal bids for these items, award and issue purchase orders to the low bidders: Melrose Nursery for plant materials, Murray Fence for fencing, and the Bunnell Foundation for barge rental. Funds for this purchase were available in the Special Programs and Accounts - Contingent Fund. Due to the hastening of this process, Stadiums and Parks and Recreation Departments were able to meet deadlines. The stage was delivered and set up in good time for film checks and rehearsals. Approximately 32,250 square feet of sod, 850 linear feet of fence, two 18-foot gates and 76 trees and palms were installed. The effect was a greatly enhanced physical view of the stadium entryway and parking lot for this important nation- wide broadcast. It is recommended that the attached resolution be passed, by a 4/5ths vote of the Commission, ratifying and approving this action. 86-359 CITY OF MIAMI. FLORIDA INTER -OFFICE MEMORANDUM TO. Cesar H. Odio DATE: December 30, 1985 Fme: City Manager SUBJECT: Marine Stadium Approval for Emergency Prchases Carl Kern REFERENCES: FROM: Director Parks and Recreation Department ENCLOSURES: In accordance with Section 18-52.6 of the City Code, it is the requested that the purchase of sod, soil and fencing an installation of trees -and asphalt paving at Miami Marine Stadium be found to constitute an emergency situation. It is further requested that the Assistant Chief Procurement Officer bidder and authorized issue purchasernformal orders f rd this ard work t he work to the low b workas soon as possible. The Parks and Recreation Department will prepare the necessary documents for Commission Ratification of this action at a later date. Due to the fact that the Phil Donahue Show will be broadcast from the Marine Stadium during the week of February 3, 1986, approximately 32,250 square feet of sod, 850 linear feet of fencing, two 181, gates, 76 trees and palms, and a small amount of asphalt paving are needed at the Marine Stadium. Estimated costs should not exceed $30,000 for these improvements. These materials and improvements are needed to enhance the entrance and parking areas at Marine Stadium in order to improve the appearance of the Stadium on national television. These improvements need to be completed by January 279 one week prior to the scheduled television show. Funds are available from Greenberg, Traurig on behalf of their clients, the 1111 Brickell Project and the 1750 Coral Way Project. The Parks and Recreation Department seeks to hasten the attainment of informal bids and also the awarding of the low bid in order to meet the deadline for this important event. The above finding of an emergency is hereby adopted and approved ed as the finding of the undersigned.
