HomeMy WebLinkAboutR-86-0331J-86-379 RESOLUTION NO. 86-3 3 1L A RESOLUTION APPROVING THE PROPOSED BUDGET FOR THE "HISTORIC PRESERVATION: DOWNTOWN" SPECIAL REVENUE FUND IN A $15,000 GRANT FROM THE STATE OF FLORIDA: DEPARTMENT OF STATE, AND AUTHORIZING THE EXPENDITURE OF FUND PER THE APPROVED BUDGET; AND AUTHORIZING THE CITY MANAGER TO EXECUTE PROFESSIONAL SERVICES CONTRACTS WITH FOUR CONSULTANTS. WHEREAS, the City of Miami has been awarded a federal grant-in-aid, in the amount of $15,000 by the Florida Department of State, Division of Archives, History and Records Management; and WHEREAS, per Resolution No. 86-71 dated January 23, 1986, the City Manager was authorized to execute an agreement for the acceptance of said grant; and WHEREAS, said agreement was executed on January 28, 1986; and WHEREAS, per Ordinance No. 10084 dated March 18, 1986, a new Special Revenue Fund entitled "Historic Preservation: Downtown" was established and funds in the amount of $30,000 were appropriated for the operation of same; and WHEREAS, Section 2 of Ordinance No. 10084, stipulates that there shall be no expenditure of monies from this Fund unless the same be expressly approved by the City Commission; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The expenditure of funds per the budget as set forth in Section 1 is hereby authorized. Section 3. The City Manager is hereby authorized to execute professional services agreements with the four consultants specified in Section 1 to provide historic preservation services. OdioW, May 7, 1986 City Manager ENCLOSURES: - It is requested that the City Commission adopt the attached resolution approving the proposed budget for a $15,000 grant from the State of Florida: Department of State; and called the "Historic Preservation: Downtown" special revenue fund; authorizing the expenditure of funds per the approved budget; and authorizing the City Manager to execute professional services agreements with four consultants. Per Resolution No. 86-71 dated January 23, 1986, the City Commission accepted a $15,000 grant-in-aid from the State of Florida to complete the historic preservation element of the Downtown Master Plan and authorized the City Manager to execute an agreement with the State. This agreement was executed on January 28, 1986. To expend funds from the grant, the City Commission established a new Special Revenue Fund entitled "Historic Preservation: Downtown" and appropriated $30,000 ($15,000 of which is in in -kind services), Per Ordinance No. 10084, dated March 18, 1986. The City Commission stipulated that no money was to be expended without the approval of the City Commission. The proposed budget for this project is as follows: $ 4,495- Consultant - Architectural Historian - Preparation of a nomination of all eligible historic buildings in the downtown area to the National Register of Historic Places. Page 1of2 Sf --331 $ 1,000 - Consultant - Historian - Preparation of a developmental history of downtown Miami. $ 4,000 - Consultant - Economist Preparation of economic feasibility studies for rehabilitation. $ 1,200 - Film Processing - Minimum number of photographs required by the State for a National Register nomination. $ 105 - Film $ 100 - Reproduction Services $15,000 - In -kind services of existing Planning Department staff. (from existing FY '85-'86 Planning Department General $30,000 Fund budget) A Request for Professional Services was issued on April 18, 1986, and responses were due April 30, 1986. Because of the nature of this grant, all consultant work must be completed by September 8, 1986, or the grant will be lost. No extensions can be granted. Because each professional services agreement is under $4,500 and because consultants need to begin work as soon as possible, it is requested that the City Commission approve the proposed budget for the project, authorize the expenditure of funds, and authorize the City Manager to execute agreements with each consultant.
