A RESOLUTION ACCEPTING THE PROPOSALS OF
ARMANDO FOJON ROYO; INC. IN THE PROPOSED
AMOUNT OF $18,900., ROLLY CLEARING AND
LANDSCAPING, INC. IN THE PROPOSED AMOUNT OF
$6;851.; AND COCONUT GROVE LOCAL DEVELOPMENT
CORPORATION IN THE PROPOSED AMOUNT OF
$14;091.; FOR FURNISHING BASIC GROUNDS
MAINTENANCE SERVICES AT TWENTY (20) SMALL
CITY PARKS, ON A CONTRACT BASIS FOR ONE YEAR
WITH THE OPTION TO EXTEND, TO THE DEPARTMENT
OF PARKS AND RECREATION AT A TOTAL PROPOSED
COST OF $ 40'652 FOR THE FIRST YEAR;
ALLOCATING FUNDS THEREFOR FROM THE 1985-86
SPECIAL PROGRAMS AND ACCOUNTS; PARK
IMPROVEMENT FUND; AUTHORIZING THE CITY
MANAGER TO INSTRUCT THE CHIEF PROCUREMENT
OFFICER TO ISSUE PURCHASE ORDERS FOR THESE
SERVICES; SUBJECT TO THE AVAILABILITY OF
FUNDS.
WHEREAS; pursuant to public notice, sealed proposals were
received February 3; 1986 for the furnishing of Grounds
Maintenance Services at twenty (20) City Parks, on a contract
basis for one year with the option to extend the contract term,
to the Department of Parks and Recreation; and
WHEREAS, invitations were mailed to twenty-four (24)
potential suppliers and twelve (12) proposals were received; and
WHEREAS; funds for this purchase are available in the
1985-86 Special Programs and Accounts, Park Improvement Fund; and
WHEREAS; these services will be used by the Department of
Parks and Recreation for the purpose of providing regular grounds
maintenance services, including litter control; mowing, trimming
and hedge care at small parks throughout the City, as directed by
the Management Initiatives Task Force; and
WHEREAS; the proposal specifications$ conditions and
evaluation criteria were designed to give advantage to Minority
and small business firms; and

WHEREAS, the City Manager and the Director of the Department
of Parks and Recreation recommend that the proposals received
from Armando Fojon Royo; Inc.; Rolly Clearing and Landscaping,
Inc., Hispanic American businesses; and Coconut Grove Local
Development Corporation, a Black -American non-profit
organization; be accepted as the most advantageous proposals;
NOW; THEREFORE; BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI; FLORIDA:
Section 1. The February 3; 1986 proposals of Armando Fojon
Royo; Inc. in the proposed amount of $18,900.; Rolly Clearing and
Landscaping; Inc. in the proposed amount of $6;851.; and and
Coconut Grove Local Development Corporation in the proposed
amount of $14,091. for furnishing Basic Grounds Maintenance
Services at twenty (20) City Parks, on a contract basis for one
year with the option to extends to the Department of Parks and
Recreation at a total proposed cost of $40;652. for the first
year are hereby accepted with funds therefor hereby allocated
from the 1985-86 Special Programs and Accounts; Park Improvement
Fund.
Section 2. The City Manager is hereby authorized to
instruct the Chief Procurement Officer to issue Purchase Orders
for these services; subject to the availability of funds.

It is recommended that award be made and a
resolution be passed accepting proposals
received from Armando Fojon.Royo; Inc. in the
proposed amount of $18;900.; Rolly Clearing
and Landscaping; Inc. in the proposed amount
of $6;851.; and and Coconut Grove Local

amount of $14;091. for furnishing Grounds
Maintenance Services at twenty (20) small
City Parks on a contract basis, to the
Department of Parks and Recreation at a total
proposed cost of $40;6524' for the first year.
Pursuant to public notice; sealed proposals were received
February 3; 1986 for furnishing regular Grounds Maintenance
Services at twenty (20) Ci,ty Parks; on a contract basis for one
year with the option to extend, to the Department of Parks and
Recreation. Twelve (12.) proposals were received as indicated on
the attached tabulation. Minority Participation includedseven(7)
proposals from organizations operated by Black Americans; four
(4) from Hispanic firms and one (1) from a female -owned company.
Awards are recommended to two (2) Hispanic and one (1) Black
Minority firms.
Under the direction of the Management Initiatives Task Force; the
Parks Operations Division has converted from a Mobile Crew
maintenance system to a combination of station -manned; mobile;
and contractual labor forces. It is anticipated that this
arrangement will bring about significant improvement in park
conditions. Award of these contracts will free up additional
labor for City station -manned and mobile crews. The. intent of
this proposal was to bring about community involvement in the
maintenance of small neighborhood parks.
The parks included in this proposal are less than 1/2 acre in
size. Specifications and evaluation criteria were geared toward
minority and new business firms. The recommended award reflects
a contractor whose background and ethnicity matches that of the

neighborhood in which he will work. Proposals were analyzed by
the Minority Procurement Officer; Parks and Recreation staff,
with assistance from Procurement Management and Community
Development.
For the first year of the contract; only basic landscape
maintenance service will be provided by these outside firms:
mowing, trimming, edging; shrubbery care, and litter control.
The City will provide ferti 1 i zati on; tree pruning and major
landscape work as needed. The Parks and Recreations Department
anticipates that these contracts will strengthen the financial
base for the recommended firms; and will work closely with them
throughout the year to enhance their business operations.
Funds for this purchase are available in the 1985-86 Special
Programs and Accounts, Park Improvement Fund.
