HomeMy WebLinkAboutR-86-0308J-86-381 0 0 RESOLUTION NO. -'` 0 A RESOLUTION ALLOCATING AN AMOUNT NOT TO EXCEED $10,000 FROM SPECIAL PROGRAMS AND ACCOUNTS, CONTINGENT FUND, AS A CASH GRANT TO THE FLORIDA RECREATION AND PARK ASSOCIATION, INC., IN CONNECTION WITH THE 1986 STATE CONFERENCE TO BE HELD IN THE MIAMI CONVENTION CENTER; AUTHORIZING THE EXECUTION OF AN AGREEMENT WITH THE ORGANIZATION IN A FORM ACCEPTABLE TO THE CITY ATTORNEY. WHEREAS, the Florida Recreation and Park Association, Inc., of which the Parks and Recreation Department is a member, is planning its state conference in the Miami Convention Center, September, 1986; and WHEREAS, the Director of the Parks and Recreation Department is the Program Chair for the conference; and WHEREAS, the conference is expected to attract 1000 delegates from all over the state and from all leisure oriented industries; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. An amount not to exceed $10,000 is hereby allocated from Special Programs and Accounts, Contingent Fund, as a cash grant to the Florida Recreation and Park Association, Inc., in support of its state conference to be held September, 1986, in the Miami Convention Center. Section 2. The City Manager is hereby authorized to execute an agreement with the Florida Recreation and Park Association, Inc., in a form acceptable to the City Attorney, establishing the terms and conditions of said grant. FLORIDA INTER -OFFICE MEMORANDUM -� Honorable Mayor and Members of the City Commission TROMP Cesar Odlo City Manager BACKGROUND: 3 GATE: MAY 11986 FILE: SUBJECT: Resolution Allocating Funds in Support of the 19BG FRPA Conference: REFERENCES: ENCLOSURES: "it is recommended that $10,000 be allocated from Special Programs and Accounts, Contingent Fund, as a cash grant to the Florida Recreation and Park Association, in support of its 1986 State Conference to be held in the Miami Convention Center; and that an agreement be authorized with the organization, per the attached resolution." The Florida Recreation & Park Association is a non-profit organization consisting of over 1,600 members whose purpose is to address the leisure needs of all Floridians. The organization provides education and training for its members so that they can better provide leisure opportunities in their communities. The members are composed of private, public and commercial professionals (i.e. local government, resorts, military, cruise lines, therapeutic recreation and educators). Miami's Parks and Recreation Department is a member of the Association as an organization and many employees are also members as individuals. The conference is the Association's major educational endeavor. The expected 1,000 delegates will be housed at the Hyatt Regency and Miami Convention Center. The Miami Convention Bureau, the Hyatt Regency Sales Staff, Carl Kern and the staff of the Parks and Recreation Department were instrumental in the conference bid being awarded to the City of Miami. Previous experience shows that the 1,000 delegates will spend approximately $275,000 producing $560,000 in spin off benefits to the conference city. Tourism is often increased for the host city since many of our delegates are tourism -oriented and deal in planning group trips. When they have a positive experience in the conference city, they often schedule chose trips for that area. 8V P1•�o�+' fjM1l t ' Q r� i Honorable Mayor and Members of the City Comission Resolution Allocating Funds in Support of the 1986 FRPA Conference Page 2 Jacksonville, our conference host site in 1983, experienced this benefit enhanced by the assistance of the Jacksonville Tourism Bureau's grant to the Association. Additionally, the 1987 National Recreation and Park Association's Southern Regional Conference, consisting of delegates from iO states, is also scheduled for the Hyatt Regency/Miami Convention Center in April, 1987. If our delegates are satisfied by their attendance to our conference in Miami in 1986; they will be more likely to return in 1987 for the Regional Conference. Metropolitan Dade County has committed a minimum of $10,000 to the conference as well as an estimated $41,000 in staff time and other in -kind services. in addition, an estimated total of $23,000 in in - kind services will be provided by the Cities of North Miami Beach, Miami Shores$ Miami Beach, Homestead and the Arvid Corporation. Tony Pajares, Executive Director of the Convention Center has been working closely with the Conference Steering Committee and has recommended approval of this request. FL 33133 Dear Gorman: I have enclosed a letter as you suggested reflecting the 010.000 that Dade County is committing. They also are dedicating in -kind services projected as a 041,000 value. These figures were reverified on March 26th with Howard Gregg. If this letter should be worded in a different manner, please let me know and I will redo it. In -kind services would also be appreciated by FRPA for the conference. Some ideas on suggestions of in -kind services that would be of assistance will be forthcoming. Gordan, any help you can give the FRPA Conference Committee would be appreciated. The Committee is still finding resistance by some FRPA members to come to Miami. We are trying to overcome their concerns by saying once they arrive in Miami, they won't have to drive again unless they choose to do so. This makes for added expenses and detailed planning.
