HomeMy WebLinkAboutR-86-0399K J-86-436 5/22/86 RESOLUTION NO. 816~399 A RESOLUTION REJECTING THE RECOMMENDATION OF THE CITY MANAGER FOR THE SELECTION OF THE MIAMI MARINE EXPOSITION, INC. PROPOSAL FOR A UNIFIED DEVELOPMENT PROJECT FOR THE DEVELOPMENT OF CULTURAL, RECREATIONAL AND ENTERTAINMENT FACILITIES TO BE LOCATED ON AN APPROXIMATELY 68-ACRE LAND PARCEL ON CITY - OWNED WATSON ISLAND, AND REJECTING THE PROPOSAL SUBMITTED BY THE MIAMI MARINE EXPOSITION, INC. ON FEBRUARY 28, 1985. WHEREAS, the City Commission adopted Resolution 84-52 authorizing the issuance of a Request for Proposals for a Unified Development Project for the development of cultural, recreational, and entertainment facilities to be located on an approximately 68-acre land parcel on City -owned Watson Island; and WHEREAS, a proposal was submitted on February 28, 1985, the published date of receipt for proposals, by Miami Marine Exposition, Inc. in response to the Request for Proposals; and WHEREAS, on March 28, 1985, the City Commission, pursuant to Resolution 85-345, appointed members of a review committee and selected a certified public accounting firm to evaluate the proposal submitted for the development of Watson Island and render independent written reports of their findings to the City Manager; and WHEREAS, the Request for Proposals for this Unified Development Project contained specific evaluation criteria to be used by the review committee and the certified public accounting firm; and WHEREAS, the review committee received the presentation of the proposer and input from the public, and after extensive analysis and discussion of the Miami Marine Exposition, Inc. proposal, rendered a written report to the City Manager containing an evaluation of the proposal based on the specific evaluation criteria included in the Request for Proposals; and != COMMISSION MAY 22. 1�bA ►uu" Iw. 86 39E WHEREAS, the certified public accounting firm's report to the City Manager analyzed the proposal based on the financial viability of the development team proposed by Miami Marine Exposition, Inc., the proposed financing strategies, an evaluation of the proposed economic and fiscal return to the City, assessed the proposer's market analysis and conclusions, and evaluated the economic feasibility of the proposed I development; and WHEREAS, the City Manager, taking into consideration the evaluation of the review committee and the findings of the certified public accounting firm, has recommended the selection of the Miami Marine Exposition, Inc. proposal for the development of Watson Island, subject to the condition that Miami Marine Exposition, Inc. provides the City, within six months of the date of the adoption of this Resolution, with written evidence in content and form satisfactory to the City Manager, of its ability to finance and develop the proposed project; and WHEREAS, the City Commission, after reviewing the written reports from the Review Committee and the certified public accounting firm and after a public hearing at which the Commission heard the presentation from the proposer and had an opportunity to discuss the proposal with the proposer and after further having heard testimony from members of the public, finds that the proposal is not in the best interest of the residents of the City of Miami; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. Consequently, as you are no doubt aware, we devote very substantial marketing and other resources to dovolop the market far travtl to MiA01.4 Recently, it has come to our attention that there is a high quality proposal for the development of Watson Island as a showplace marine center for the southeastern United States. We are sufficiently impressed with the concept and the important role it would play in our worldwide marketing that I am writing to offer to develop the island in a joint venture controlled by Pan Am and including the current partners in Miami Marine Exposition, Inc. We have conducted a compprehensive evaluation of the Miami WMarine e proposal and the work whichbeencompleted thebasictermsfor a oeodate. also worked out on a preliminary joint venture agreement amongst Pan Am and the current partners in Miami Marine Exposition, Inc. With your concurrence, we would look forward to working out the terms of a satisfactory lease with the city, so that we can proceed with the full development of Watson Island. The project would represent a new chapter in Pan Am's long history of pioneering activity in Miami.
