A RESOLUTION CREATING A HOUSING
CONSERVATION AND DEVELOPMENT
ADVISORY BOARD TO ADVISE THE CITY
COMMISSION ON SHORT AND LONG-TERM
STRATEGIES FOR CONSERVING THE
CITY'S EXISTING HOUSING INVENTORY
AND EXPANDING THE SUPPLY OF
HOUSING AFFORDABLE TO FAMILIES AND
INDIVIDUALS OF LOW AND MODERATE
INCOME.
WHEREAS, the Commission of the City of Miami is creating the
Housing Conservation and Development Agency, a department of city
government with primary responsibility for housing conservation
and the expansion of housing affordable to families of low and
moderate income, and
WHEREAS, the City Commission desires the participation and
advise of its residents in the development of short and long-term
strategies for conserving the City's existing housing inventory
and expanding the supply of housing within the economic means of
its residents;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA;
Section 1. There is hereby created and established an
advisory board to be known as the Housing Conservation ana
Development Advisory Board, which is hereinafter referred to as
the "Board".
Section 2. The Board shall consist of five (5) voting
members to be appointed by the City Commission. The Board shall
be composed of residents of the City of Miami. The City Manager
or his designee shall be a nonvoting ex-officio member. Each
member of the Board shall possess an outstanding reputation for
integrity, responsibility, and commitment to serving the
community. Members of the Board shall serve without
compensation.
Section 3. Members shall be appointed for a term of two
years. The initial members shall serve from the date of
appointment until December 1, 1987. Vacancies shall be filled by
the City Commission for the unexpired term. Members shall serve
until the expiration of their terms or until a successor is
appointed.

Section 4. The voting members of the Board shall serve at
the will of the City Commission. Any member of the Board may be
removed with or without cause by a majority vote of the City
Commission. A voting member who fails to attend three
consecutive meetings without good cause is deemed to be removed
without further action of the City Commission. A member's
absence shall be deemed to be for good cause if due to illness or
travel and the Chairperson is so informed prior to the meeting.
Section 5. A quorum shall be three (3) members in good
standing. A member shall be in good standing if he/she has not
missed three consecutive meetings as set forth above. A majority
of the quorum is empowered to exercise all the rights and perform
all the duties of the Board and no vacancy on the Board shall
impair the right of the quorum to convene a meeting.
Section 6. A Chairperson and a Vice -chairperson shall be
elected by the Board from its members at the first meeting of
each term, such members to serve in those offices for that term.
Section 7. The Board shall hold all meetings in public and
shall hold at least one meeting every three months and may hold
such other meetings as it deems necessary. All recommendations
from the Board shall be in writing and promptly and properly
presented to the City Commission through the office of the City
Manager.
Section 8. The Director of the Housing Conservation and
Development Agency shall provide necessary staff support to said
Board.
Section 9. The Board shall serve only to advise the City
Commission on short and long-term strategies for conserving the
City's existing housing inventory and expanding the supply of
housing affordable to families and individuals of low and
moderate income.

On April 10, 1986, the City Commission passed, on first reading,
an ordinance establishing a department of city government with
primary responsibility for housing conservation and expanding the
supply of housing affordable to families and individuals of low
and moderate income. A second reading of the ordinance is
scheduled for the City Commission meeting of May 7, 1986.
The resolution accompanying this memorandum calls for the
creation of a five member Housing Conservation and Development
Advisory Board to provide a framework for citizen participation
in the City's short and long-term strategies for conserving the
existing housing inventory and expanding the supply of housing
within the economic means of low and moderate income families.
