HomeMy WebLinkAboutR-86-0488J-86-413 RESOLUTION NO.SG-4661 A RESOLUTION WAIVING, BY A 4/5THS AFFIRMATIVE VOTE OF THE CITY COMMISSION, COMPETITIVE BID REQUIREMENTS AND ALLOCATING AN AMOUNT NOT TO EXCEED $15,202.50 FROM SPECIAL PROGRAMS AND ACCOUNTS, CONTINGENT FUND, TOWARD THE COST OF ACQUIRING SPACE FOR A HALF PAGE BLACK AND WHITE ADVERTISEMENT IN THE TIME MAGAZINE SPECIAL SUPPLEMENT ON U.S. HISPANIC BUSINESS; SUBJECT TO METROPOLITAN DADE COUNTY CONTRIBUTING AN EQUAL AMOUNT TO COVER A TOTAL ADVERTISING COST OF $30,405.00. WHEREAS, the City Commission is committed to Economic r Development and the expansion of trade and commerce; and 4 E WHEREAS, Time Magazine is including a special 1. supplement on U.S. Hispanic Business in its September 8, 1986 issue which will focus substantially on Miami as the number one t. Hispanic City in the U.S. and bridge to the Latin American Marketplace; and WHEREAS, Time Magazine offers the largest all business circulation of any magazine in the U.S. with 1.6 million subscribers; and WHEREAS, the unique and specialized nature of this particular advertising source precludes any other reasonable source of supply; and WHEREAS, the City Manager and the Department of Development recommend that competitive bid requirements be waived and that advertising space from Time Magazine be acquired; C1TY COMMISSION Page No. 1 I WEETING OF JUN 1$ IMF IN rio NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. By an affirmative vote of 4/5ths of the City Commission, competitive bidding is hereby waived and an amount not to exceed $15,202.50 is hereby allocated from Special Programs and Accounts, Contingent Fund, toward the cost of acquiring space for a half page black and white advertisement in the Time Magazine supplement on U.S. Hispanic Business. Section 2. The aforesaid allocation is subject to Metropolitan Dade County contributing an equal amount to cover a total advertising cost of $30,405.00. Odio REFERENCES: City Manager ENCLOSURES: "It is recommended that the City Commission approve the attached resolution waiving, by a 4/5ths affirmative vote of the City Commission, competitive bid requirements and allocating an amount not to exceed $15,202.50 from Special Programs and Accounts, Contingent Fund, toward the cost of acquiring space for a half page black and white advertisement in the Time Magazine supplement on U.S. Hispanic Business; subject to Metropolitan Dade County contributing an equal amount to cover a total advertising cost of $ 30, 405.00" . Background It has been requested that the City of Miami purchase advertising space in the September 8, 1986 issue of Time Magazine. This issue of Time Magazine will include a salute to U.S. Hispanic Business which will focus substantially on Miami as the number one Hispanic City in the U.S. and bridge to the L--ktin American Marketplace. This first -ever supplement appearing in Time Magazine will bring unprecedented attention to the subject of Hispanic America and to our City. Time Magazine offers the largest all business circulation of any magazine in the U.S. and Miami will figure into most of the nine of so articles which will comprise the supplement's editorial. The unique and specialized nature of this particular advertising source precludes any other reasonable source of supply. Public notice and disclosure requirements governing sole source awards have been satisfied. As indicated in the resolution I will request that Dade County share on a fifty-fifty basis the advertising rate of $30,405.00. Said national magazine having business circulation of 1.6 million. Potential sources of supply who feel that they might be able to satisfy the Ci ty's requirements in the acquisition may contact Matthew Schwartz, Deputy Director, Department of Development at the following number (305) 579-3366. All interested persons are invited to appear and may be heard concerning such proposed waiver and purchase. The hearing will be held at the time and place specified above. Should any person desire to appeal any decision of the City Commission, with respect to any matter considered at this hearing, that person shall ensure that a verbatim record of the proceedings is made, including all testimony and evidence upon - which any appeal may be based.
