A RESOLUTION RATIFYING, APPROVING AND
CONFIRMING BY A 4/5THS AFFIRMATIVE VOTE OF
THE CITY COMMISSION THE ACTIONS OF THE
CITY MANAGER IN MAKING FINDINGS THAT AN
EMERGENCY NEED EXISTED AND IN APPROVING
THE CONSTRUCTION OF THE ORANGE BOWL
STADIUM PRESS BOX ROOF TOP CANOPY FOR THE
1985 FOOTBALL SEASON AT A TOTAL COST OF
$91,898.01 OF WHICH $61,737.86 REPRESENTS
THE COST OF THE EMERGENCY PURCHASE OF SAID
CANOPY FROM THE ORION CORPORATION AND
$30,160.15 IS THE FEE FOR PROFESSIONAL
SERVICES IN THE PREPARATION OF FINAL
PLANS, SPECIFICATIONS, COORDINATION OF THE
PROJECT AND OVERSEEING THE FAST -TRACKING
OF THE PROJECT BY KUNDE, SPRECHER, YASKIN
AND ASSOCIATES; FURTHER ALLOCATING SAID
TOTAL AMOUNT FROM THE FISCAL YEAR 1985-86
ORANGE BOWL STADIUM OPERATING BUDGET.
WHEREAS, by Resolution 85-800 of July 25,
1985, the
Commission approved preliminary drawings for a new Orange Bowl
Stadium roof top, photo deck canopy and authorized the firm of
Kunde, Sprecher, Yaskin and Associates to prepare final plans and
specifications for a fee not to exceed $8,000; and
WHEREAS, on August 29, 1985, the City Manager made a written
finding that a valid emergency need existed and authorized the
Assistant Chief Procurement Officer to issue the necessary
purchase orders to have the canopy completed in the shortest
possible time so it would be available during the 1985 football
season; and
WHEREAS, informal written bids were obtained from two
vendors and a purchase order was let to the low bidder, Orion
Corporation; and
WHEREAS, the scope of Kunde, Sprecher, Yaskin and Associates
was increased to include the coordination of the project and to
oversee the fast tracking of the project as well as to design and
coordinate the installation of an anchoring system for said
canopy; and
WHEREAS, funds for said project exist in the Fiscal Year
1985-86 Orange Bowl Stadium Operating Budget;

NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The actions of the City Manager in finding that
a valid emergency need existed and approving the construction of
the Orange Bowl Press Box Roof Top Canopy for the 1985 Football
Season at a total cost of $91,898.01 of which $61,737.86
represents the cost of the emergency purchase of said canopy from
the Orion Corporation and $30,160.15 is the fee for professional
services in the preparation of final plans, specifications,
coordination of the project and overseeing the fast -tracking of
the project by Kunde, Sprecher, Yaskin and Associates are hereby

ratified, approved and confirmed by an affirmative vote of 4/5ths
of the City Commission.
Section 2. The above amount of $91,898.01 is hereby
allocated from the Fiscal Year 1985-86 Orange Bowl Stadium
Operating Budget. !

It is recommended that a resolution
be adopted to ratify, approve and
confirm the action of the City
Manager in approving the construction
of the Orange Bowl Press Box Roof
Canopy so that it would be available
during the 1985 football season at a
total cost of $91,898.01.
At the July 25, 1985 Commission meeting preliminary drawings
for a new Orange Bowl Stadium roof top, photo deck canopy
were approved and the architectural and engineering firm of
Kunde, Sprecher, Yaskin and Associates was authorized to
prepare final plans and specifications a fee not to exceed
$8,000. In order to have the project completed in the
shortest possible time so the canopy would be available
during the 1985 football season, I as City Manager, authorized
the Assistant Chief Procurement Officer to issue the
necessary purchase orders on August 29, 1985. Informal,
competitive bids were solicited and two vendors returned
written bids. The lower of these was accepted and a purchase
order was let to the Orion Corporation for the canopy.
The scope of Kunde and Associates' work was increased to
include the coordination of the project, to oversee the fast -
tracking of the project and to design and coordinate the
installation of anchor pads necessary to secure the canopy to
the roof of the Orange Bowl Press Box.
The canopy was designed to provide a sheltered area for media
and team photographers and cameramen. An ancillary benefit
of the canopy is that the space inside the press box formerly
occupied by these photographers and cameramen can now be used
for much needed additional seating.
This project has been submitted to the Tourist Development
!�-•;.• Council for reimbursement from Resort Tax Revenues.
