HomeMy WebLinkAboutR-86-0467J-86-468 RESOLUTION NO. t3(;-46 . r A RESOLUTION ALLOCATING $82,500 FROM THE CITY OF MIAMI FISCAL YEAR 1986 BUDGET: SPECIAL PROGRAMS AND ACCOUNTS -MATCHING FUNDS FOR GRANTS, TO THE PRIVATE INDUSTRY COUNCIL/SOUTH FLORIDA EMPLOYMENT AND TRAINING CONSORTIUM AS LOCAL CASH MATCH FOR } A GRANT FROM THE STATE OF FLORIDA UNDER THE JOB TRAINING PlIATNERSHIP ACT. .i WHEREAS, the State of Florida has offered a grant award of $150,000 i to the Private Industry Council/South Florida Employment and Training Consortium to conduct a job training and placement program for out -of - school youth residing in the Liberty Square public housing project; and WHEREAS, the aforementioned program will benefit residents of the City of Miami; and WHEREAS, the State of Florida requires that an amount equal to the grant award be provided as local match; and WHEREAS, participating employers and Metropolitan Dade County will provide $82,500 in matching contributions; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF } MIAMI, FLORIDA: e Section 1. The sum of $82,500 is hereby allocated from the City of 9 Miami Fiscal Year 1986 Budget: Special Programs and Accounts - Matching fiEr �Funds for Grants to the Private Industry Council/South Florida Employment and Training Consortium. Section 2. These funds are to be used as part of the local match for a grant from the State of Florida under the Job Training Partnership Act to implement the Liberty Square Youth Employment Project. Odlo REFERENCES: City Manager ENCLOSURES: Resolution It is recommended that the City Com- mission adopt a Resolution to provide $82,500 in grant matching funds to the Private Industry Council/South Florida Employment and Training Con- sortium for the operation of the Liberty Square Youth Employment Pro- ` ject for the period July 1, 1986 to June 30, 1987, per the attached Reso- lution. The Private Industry Council/South Florida Employment and Training Consortium has recently developed a job training program for unemployed out -of -school youth. The PIC/SFETC has already put the program into operation at the Larchmont Gardens public housing project with local and State Job Training Partnership Act (JTPA) funds. More recently, additional JTPA funds became available on a local match basis. After consulting with the City, the PIC/SFETC submitted a proposal to the State of Florida for $150,000 to be matched with $82,500 provided by the City of Miami and $82,500 by participating employers and Dade County. These funds will enable the PIC/SFETC to implement in the Liberty Square public housing project, located in the City of Miami, a program similar to the one already in operation at Larchmont Gardens. The Liberty Square Youth Employment Program will serve approximately 79 minority youth. A minimum of 55 youth will be placed in unsubsidized jobs for a minimum of 30 days. Unemployed high school graduates will receive intensive Employability Skills Training followed by On -the -Job Training. Unemployed school dropouts will be provided Work Experience and functional literacy classes. The Work Experience component will consist of refurbishing and landscaping activities at the housing project. 86-46 7;
