RESOLUTION NO. 86- -465;
A RESOLUTION AUTHORIZING THE CITY
MANAGER TO EXECUTE INDIVIDUAL CON-
TRACTUAL AGREEMENTS WITH ELEVEN
(11) NEIGHBORHOOD ECONOMIC DEVELOP-
MENT ORGANIZATIONS IN SUBSTANTIALLY
THE FORM ATTACHED HERETO, UP TO THE
AMOUNTS SPECIFIED FOR EACH, FOR
THE PURPOSE OF IMPLEMENTING A COM-
MERCIAL FACADE TREATMENT PROGRAM;
FUNDS ARE ALLOCATED FROM THE
TOELF�l'H YEAR COMMUNITY DEVELOPMENT
BLOCK GRANT FUND.
WHEREAS, this program was approved in the twelfth year
Community Block Grant Application by Resolution 86-296; and
WHEREAS, the City Commission passed Resolution No. 85-721
authorizing the execution of contract agreements with eleven (11)
Community Based Organizations (CBOs); and
WHEREAS, funds are allocated from the Twelfth Year Community
Development Block Grant Fund up to the amount specified, for the
said eleven (11) corporations listed below; and
WHEREAS, those CBOs with a probationary status during the
administer said project for same period until satisfactory status
is obtained; and
WHEREAS, the proposed Commercial Facade Treatment Program is
a component of a comprehensive Citywide Commercial Rehabilitation
Assistance Facade Treatment Project; and
WHEREAS, the proposed Commercial Facade Treatment Program
will be implemented within the boundaries of the target area of
each CBO; and
WHEREAS, the eligibility for assistance will be for those
businesses located within the specified target area boundaries.

NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. Two Hundred Seventy Thousand Dollars of Twelfth
Year Community Development Block Grant Funds are hereby allocated
to said Community Based Organizations, as listed below, up to the
amounts, specified for each, for the purpose of assisting in the
coordination and implementation of a comprehen-sive commercial
facade exterior rehabilitation program.
Section 2. The City Manager is hereby authorized to enter
into an agreement, up to the amounts specified, for a period of
one year with said Community Based Organizations as follows:
* 1) Allapattah Business Development Authority $15,000
* 2) Allapattah Merchants Association 15,000
3) Coconut Grove Local Development Corporation 30,000
4) Downtown Miami Business Association 30,000
5) Haitian Task Force 30,000
6) Little Havana Development Authority 15,000
7) Small Business Opportunity Center 15,000
8) Martin Luther King Economic Development Corp. 30,000
9) Northeast Miami Chamber of Commerce 30,000
* 10) Overtown Economic Development Corporation 30,000
* 11) Wynwood Community Economic Development Corp. 30,000

"It is reccmmended that the City Ccmmission authorize
the City Manager to execute individual contractual
agreements with Eleven (11) neighborhood economic
development organizations for the purpose of
coordinating and implementing a camnercial facade
treatment program, up to the amounts specified, with
funds allocated fran the Twelfth Year Community
Development Block Grant."
On April 22, 1986, the City Commission passed resolution number 86-296
authorizing and approving the Citywide Commercial Rehabilitation Facade
Program as submitted to the United States Departn*mt of Housing and Urban
Development for twelfth Year Community Development Block Grant Funding.
In the Tvelith Year Community Development Program, there is a citywide
allocation of two hundred seventy thousand dollars, ($270,000.00) for the
Commercial Facade Treatment Rehabilitation Program. The Facade Treatment
Program is a modified approach to cocmmercial rehabilitation where only the
facade is treated in a concentrated impact area of commercial use.
In each of the designated target areas, the specified Community Based
organization (CBO) will administer the oa mercial facade program in the target
area and provide services as they relate to the contract and within the budget
constraints.
The amounts allocated for each area, will be made available up to the amounts
specified in the target arbor. The budget amount will be matched by the
participating property owners and/or merchants (70% City, 30% property owner).
The n=immm amount to be expended per property address is $2, 0W ($1, 400 City
and $600 property owner/merchants). Also, no funds allocated under this
contract agreement shall go toward administrative expenses (i.e. salaries,
bank service charges, storage fees etc.).

In addition to painting the exterior facades of the commercial properties, the
program will also include the following amenities:
- Tree and/or shrubbery planting
- Signage
- Window and Door Replacement
- Awnings, canopies
The local community based organizations serve as the vital link in the
implementation of the aforementioned program. It should also be noted that
four (4) of the CMOs administering this project will be on a six (6) month
probationary period with the City of Miami for the 1986-87 fiscal period.
Those CEOs are: Allapattah Business Development Authority, Allapattah
Merchants Association, Overtown Econanic Development Corporation, and Wyn&Kocd
Community Economic Development Corporation. If at the end of the probationary
period the CBO is not recanmended for contract continuance, then the
commercial facade agreement will be terminated. The continued administration
of the project will be handled by City Staff.

All other contract agreements with C20s for this project shall be deenVA
effective on the date of execution and will terminate one year thereafter•
