HomeMy WebLinkAboutR-86-0464J-86-460 #4 00 RESOLUTION N0.86-464e A RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE AN AGREEMENT IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, WITH GREATER MIAMI UNITED (GMU) IN AN AMOUNT NOT TO EXCEED $100,000, FOR THE PURPOSE OF PROVIDING SPECIALIZED ADMINISTRATIVE AND TECHNICAL ASSIS- TANCE TO CITY -FUNDED COMMUNITY BASED ORGANIZATIONS INVOLVED IN ECONOMIC DEVELOPMENT PROJECTS. THE ALLOCATION OF SAID FUNDS WILL BE FROM THE 12TH YEAR COMMUNITY DEVELOPMENT BLOCK GRANT FUND. WHEREAS, the City Commission is committed to economic development and the expansion of trade and commerce; and WHEREAS, the promotion of economic revitalization in the neighborhoods of the City of Miami is an important part of the City's economic development strategy; and WHEREAS, the City of Miami recognizes that the Economic Development and Housing Program arena would be furthered by providing special administrative and technical support to Community Development Corporations (CDCs) and/or Community Based Organizations (CBOs); and WHEREAS, Greater Miami United, Inc. has identified and A developed the Program Development Institute (PDI) as the vehicle = to assist the various CDCs/CBOs; and =- WHEREAS, the main goal of the PDI will be to teach the CBCs/CBOs how to identify project opportunities, determine their - -- r feasibility and formulate and negotiate a financing package for a project; and WHEREAS, the City of Miami currently contracts with eleven = (11) CBOs who would benefit from the City's participation in this project; ... COMMISSION MEETING OF 1. JUN is Im HwN ��. SG-464; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The City Manager is hereby authorized to execute an agreement, in a form acceptable to the City Attorney, with the Greater Miami United, Inc. in an amount not to exceed $100,000, for the purpose of providing specialized administrative technical assistance to City -funded community based organizations for economic development projects with funds therefor alocated from the 12th Year Community Development Block Grant Fund; said allocation subject to the availability of funds. Section 2. A sum not to exceed $100,000 is hereby allocated, contingent upon the City of Miami receiving the afore- mentioned funds from the U.S. Department of Housing & Urban Development for the 12th Year Community Development Block Grant Program. REFERENCES: City Commission Agenda ENCLOSURES: June 12, 1986 Commission Meeting "It is recommended that the City Com- mission authorize the City Manager to execute an agreement, in a form accept- able to the City Attorney, with Greater Miami United, Inc., in an amount not to exceed $100,000 for the purpose of providing specialize administrative and technical assistance to city -funded community based organizations involved in economic developments projects. The allocation of said funds will be from the Twelfth Year Community Development Block Grant Fund." Greater Miami United, Inc. (GMU) is a non-profit civic organiza- tion whose goal is to improve the social and economic environment in blighted neighborhood areas. GMU has been successful in mobilizing public and private resources to deal with fundamental community problems. GMU's proposal reflects the organization objectives to improve Miami's well being by strengthening our CBOs, providing private sector involvement in community revitalization and increasing the level of resources available to Community Development. The three elements of GMU's proposal are: I. Delivery of the Project Development Institute (PDI) to participating City of Miami CDCs/CBOs; and II. Provision of PDI, related support structures in Miami, including the development of private sector involvement and resources in PDI and all community development activities; and III. Continuation of the general GMU work -plan as sup- ported by its City of Miami contract. 86-4641 The Honorable Mayor and Members of the City Commission Page 2 The main goal of the PDI will be to teach CDCs/CBOs how to iden- tify project opportunities, determine their feasibility, formulate and negotiate a financing package for a project. The Institute will continue to provide CDC project assistance. GMU will house one full-time PDI staff person who will maintain ,. weekly contact with every participant in the program. The provision of PDI will include, but not be limited to, local technical assistance, weekly contact with all participants, and substantive coordination with PDI instructors. It is recommended that the proposed contract agreement with GMU be approved so that continued training and technical assistance -y can be provided to the CBO's thereby strengthening their devel- opment expertise and impact substantially on the economic well f being of their communities.
