RESOLUTION NO. 86-462'
A RESOLUTION FORMALIZING THE CITY
COMMISSION'S INTENT TO ALLOCATE $150,000
OF TWELFTH YEAR COMMUNITY DEVELOPMENT
BLOCK GRANT FUNDS PREVIOUSLY APPROPRIATED
BY ORDINANCE NO. 10112 , ADOPTED JUNE 12, -
1986, TO SOUTHWEST SOCIAL SERVICES, INC.,
FOR CONSTRUCTION OF A SENIOR CENTER IN
FLAGAMI PARK; SAID ALLOCATION CONDITIONED
ON SAID AGENCY SECURING A GRANT OF -
$100,000 FROM THE STATE OF FLORIDA;
FURTHER AUTHORIZING THE ISSUANCE OF A _
REVOCABLE USE PERMIT FOR USE OF FLAGAMI
PARK BY SOUTHWEST SOCIAL SERVICES, INC.,
SAID PERMIT TO COME BEFORE THE CITY
COMMISSION EVERY TWO YEARS FOR
RECONSIDERATION AND REVISION; FURTHER
STIPULATING THAT SHOULD THE CITY ASK
SOUTHWEST SOCIAL SERVICES TO VACATE THE
PARK, THE AGENCY WOULD FORFEIT ANY
STRUCTURES AND/OR IMPROVEMENTS BUILT ON
THE PARK BY THE AGENCY; FURTHER
AUTHORIZING THE CITY MANAGER TO ENTER
INTO AN AGREEMENT WITH THE AFOREMENTIONED
AGENCY IN A FORM ACCEPTABLE TO THE CITY
ATTORNEY.
WHEREAS, the City Commission adopted Motion No. 86-278,
which expressed its intent to allocate $150,000 of Twelfth Year
Community Development Block Grant funds to Southwest Social -
Services for construction of a Senior Center in Flagami Park; and -
WHEREAS, funds have been appropriated by Ordinance No.
10112 passed and adopted June 12, 1986;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. $150,000 of Twelfth Year Community Development
Block Grant Funds, previously appropriated by Ordinance No.
10112 , adopted June 12, 1986, are hereby allocated to Southwest
Social Services, Inc., for construction of a Senior Center in
Flagami Park.
Section 2. The herein allocation is conditioned upon said
agency securing a grant of $100,000 from the State of Florida.
Section 3. A revocable use permit may be
issued for use of said park by said agency, said permit to come
before the City Commission every two years for reconsideration
i and revision; further stipulating that should the City ask said

Attorney, subject to the conditions and limitations contained
herein and in the City Code.

It is recommended that the City
Commission adopt a resolution
formalizing the Commission's
intent to allocate $150,000 of
Twelfth Year Community
Development Block Grant funds
to Southwest Social Services,
Inc. for construction of a
Senior Center on Flagami Park.
At its meeting of April 10, 1986, the City Commission passed Motion
No. 86-278, which expressed the Commission's intent to allocate
$150,000 of Community Development funds to Southwest Social Services,
Inc. for construction of a Senior Center in Flagami Park. The
Commission further recommended a revocable use permit for use of the
Park by Southwest Social Services. The permit would come before the
City Commission every two years for reconsideration and revision;
should the City ask the Agency to vacate, the agency would forfeit any
structures and/or improvements built on the Park, by the Agency. (The
Commission originally approved, in principle, the use of Flagami Park
for development of a Senior Center through Resolution No. 86-21.)
The Agency has received a commitment from the State of Florida for
$100,000 through Title III B of the Older Americans Act. Allocation
of the City's $150,000 will enable the agency to proceed in developing
the Center.
Funds are available from the 12th Year Community Development Block
Grant --Contingencies. This allocation of $150,000 would only be
authorized for capital development, and does not affect the 15% cap
imposed on social service programs.
The attached Resolution formalizes the intent of the City Commission
to allocate the $150,000 to Southwest Social Services, Inc., subject
to the conditions outlined above.
