FOR THE PURPOSE OF RENOVATING THE MANUEL ARTIME COMMUNITY CENTER THEATER AND �. FURTHER AUTHORIZING THE CITY MANAGER TO ISSUE A REVOCABLE USE PERMIT TO DANCE UMBRELLA, INC., FOR NO MORE THAN FIFTY DAYS FREE RENT PER YEAR FOR A FIVE YEAR PERIOD OF TIME COMMENCING UPON THE COMPLETION OF THE RENOVATION. WHEREAS, on May 7, 1986, the City Commission approved in principle the proposed renovation of the Manuel Artime Community Center Theater; and WHEREAS, the existing theater configuration could be modified and equipment purchased to make this underutilized and inadequate space functional and attractive to performing arts and community groups; and fi WHEREAS, the proposed renovation would include re- constructing the stage to be suitable for music, dance and theater, acquisition and installation of lighting and sound system and shifting the pews for an estimated cost of $60,000 including architects fees; and WHEREAS, Dance Umbrella, Inc. desires to contribute $20,000 towards the renovation of the Manuel Artime Community Center Theater in exchange for free rent for a five-year period for no more than 50 days per year, of which no more than 10 weekends would be used; and WHEREAS, $20,000 from Special Programs and Accounts, Cash Grant Match Fund and $20,000 from the existing FY 85-86 operating budget of the Manuel Artime Community Center are also available for this purpose. NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The City Manager is hereby authorized to accept a grant in the amount of $20,000 from Dance Umbrella, Inc., for the purpose of renovating the Manuel Artime Community Center Theater. Odio REFERENCES: City Manager City Commission ,$ ENCLOSURES: Agenda June 12, 1986 It is recommended that the City Commission adopt a resolution authorizing the City Manager to ' accept a grant in the amount of $20,000 from Dance Umbrella, Inc., for the purpose of renovating the �w Manuel Artime Community Center theater and authorizing the City Manager to issue a revocable use _.'. permit to Dance Umbrella, Inc.; further recommending that the City Commission adopt the attached Ordinance appropriating the above A` referenced $20,000 for the renovation of the Center. On May 7, 1986, the City Commission, by. Motion 86-380, approved the allocation of an amount not to exceed $60,000 for the '12 renovation of the Manuel Artime Community Center Theater from the following sources: -A $20,000 grant from Dance Umbrella, Inc., a non- profit organization comprised of local dance companies. $20,000 from Special Programs and Accounts, Cash Grant Match Fund. $20,000 from the FY 85-86 operating budget of the Manuel Artime Community Center. These funds, which were originally allocated for promotional purposes, were not expended in anticipation of better utilizing them to purchase sound and light equipment to make the theater functional. t c; : .r ' BG-45 I I 5 The renovation would entail the modification of the existing -�� theater configuration and the purchase of equipment to make this underutilized space more functional and attractive for performing arts and community groups. The improvements to the theater will J 3, include the reconstruction of the stage to make it suitable for music, dance and theater, the acquisition and installation of lighting and sound systems, and the shifting of the seats. The attached resolution authorizes the City Manager to accept the ''`• $20,000 grant from Dance Umbrella, Inc. for the purpose of renovating the theater and to issue a revocable use permit to the organization for a five-year period commencing upon the completion = of the renovation. The permit would grant Dance Umbrella, Inc. a '. maximum number of fifty days per year of free rent, of which no more than ten weekends will be used. They will pay the cost of {' insurance, security, technical staff and stage hands. r` Additionally, they will provide free tickets to the City for each performance to be distributed to disadvantaged residents. The attached ordinance appropriates the $20,000 grant from Dance Umbrella, Inc. The remaining $40,000 is already appropriated from Special Programs and Accounts, Cash Grant Match Fund and from the FY 85-86 operating budget of the Manuel Artime Community Center. `4 The funds will be transferred into a special project code to be �Y established for the renovation. t It is recommended that the City Commission approve the attached resolution and ordinance, which provides the proper vehicle to appropriate the $20,000 grant from Dance Umbrella, Inc. Authorization to Purchase REFERENCES: ENCLOSURES: K Resolution approving and authoriz- ing the purchase, subject to cer- tain conditions, of the marina and land known as Florida Yacht Basin, y.` lying between N.W. 23rd Avenue and N.W. 25th Avenue on the Miami River in the City of Miami, to be used for public park and marina purpos- es; making certain findings in connection with such purchase and the financing thereof; authorizing and directing the City Manager and the City Attorney to take all ' actions necessary to purchase ;said -:` property; and providing for an effective date. Motion 86-293 passed on April 10, 1986, authorized the City rR Manager to obtain two appraisals of approximately 10 acres of _.! land in the area of 24 Avenue and the Miami River, across from Curtis Park, for development as a possible marina/park/yacht club. The motion was accepted on the proviso that said a< ; appraisals are obtained at no cost to the City. On April 25, a j 1986, Property & Lease Management was authorized to accept as the ;I City's appraisal that appraisal commissioned by David Block from E. Roger Budny and Associates, M.A.I., a member of the American Institute of Real Estate Appraisers, in adherence to the Real '- Estate Appraisal Plan presently being developed. Additionally, pursuant to the above referenced motion, Property & Lease Management Division of General Services Administration conducted solicitation for appraisal proposals and selected Rennee Rolle -Dawson, C.R.A., National Association of Review Appraisers and Mortgage Underwriters, and R.A., National Society of Real Estate Appraisers, whose proposal was most advantageous to the City for the assignment, in adherence to the Real Estate Appraisal Plan presently being developed.
