WHEREAS, sealed bids were received May 15, 1986, for City Wide Sanitary Sewer Replacement - Design Plaza - SR-5524; and WHEREAS, the City Manager and the Director of the Department of Public Works recommend that the bid received from Miri Construction, Inc. be accepted as the lowest responsible and responsive bid; and WHEREAS, monies are available for the proposed amount of the contract, project expense, and incidentals from the "City ! Wide Sanitary Sewer Extension Improvements - FY '86" Account; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: r; Section 1. The project consists of the construction 700 + linear feet of 8- inch extra strength vitrified clay nipe sewer with the deepest cut being 6 feet; 240 + feet of 6-inch extra strength vitrified clay pipe laterals; 1 manhole from 0 to 6 feet in depth. The estimated cost for this project is less than 3100,000. New requirements will exempt bidders from furnishing a performance bond and allow a bid bond in accordance with Resolutions No. 84-423, and No. 84-873. For technical questions regarding the plans and specifications please contact James J. Kay, P.E., Sewer Design Engineer, at (305) 579-6865. All bids shall be submitted in accordance with the Instructions to Bidders and Specifications. Plans and specifications may be obtained from the office of the Director, Department of Public Works, 275 N.W. 2 Street (4th Floor), Miami, Florida, on or after April 24, 1986. There will be a $20 deposit required for each set. Deposits will be refunded only upon return of prans and specifications, unmarked and in good condition within two (2) weeks after the opening of the bids. Prospective bidders are alerted to the provisions of Ordinance No. 10062 regarding allocation of contracts to minority vendors. Those minority or target area contractors/small businesses interested in submitting bids are advised to contact Contractors Training and Development, Inc., 5800 N. W. 7 Avenue, Suite 212, telephone 754-4903, if they require assistance in preparing their bid packages. Proposal includes the time of performance, and specifications contain provisions for liquidated damages for failure to complete the work on time. The only bid submitted was that by the Miri Construction Company in the amount of $69,877.50. The City's estimate was $50,000. In accordance with Resolution No. 86-282, the following facts are presented for your consideration in awarding a contract to Miri Construction Company. 1. The City has recently awarded a contract for the Design Plaza Highway Improvement H-4590 and it is anticipated that construction of that project will begin before new bids can be received for the sanitary sewer replacement project. 2. The total project cost will be _reimbursed t The Department of Public Works has conferred with the Authority's Assistant Director, James Cowgill, who has given approval to proceed with the work even though the bid is 39.7% above the estimate. 3. The primary reason for the high bid submittal can be found in the unit cost of the 6-inch service lateral connections. Our engineer's estimate was $30.00 per linear foot and was based on recent bid submittals. The contractor's bid was $90.00 per linear foot. The project total footage for service lateral pipe is 240 feet. It is believed that the total footage can be reduced by as much as 100 feet by eliminating several lateral extensions and one new service lateral.
