Odio City Manager ENCLOSURES: It is recommended that a resolution be adopted allocating, subject to the availability of funds_, an amount not to exceed Forty Eight Thousand Dollars ( $48, 000.00) from the City of Mi ami Law Enforcement Trust Fund; monies to be allocated as follows: $40,000.00 compensation for services, an amount not to exceed $5,000.00 for a City leased 24-hour vehicle, and an amount not to exceed $3,000.00 for office furnishings and equipment, such costs are associated with the acquisition of consultant services of a Crisis Counselor to be _available forty 40) hours weekly and to provide services on a 24 hour on -call basis to administer to the needs of the Miami Police Department Personnel; further authorizing the City Manager to execute an agreement, in substantially the attached form, with Melbron E. Self for consultant services as a Crisis Counselor for one (1) year, with an option to extend under the same terms and conditions for an additional period. The Miami Police Department has, for some time, recognized the need for services of a Crisis Counselor to be available for counselling, consultation, spiritual guidance, and upon request, the administration of religious rites at times of death or the imminency of death involving police officers. The Crisis Counselor will impact upon such vital factors as morale, integrity, stress endurance, corrupt behavior, and many other areas relating to the ethics and professionalism of police work. I Honorable Mayor and Members of the City Commission Page 2 There is a positive need for the services of Crisis Counselor to be available forty (40) hours weekly and to provide twenty four hour on -call services to act as a "sounding board" for police officers and their families in dealing with stressful situations. The Crisis Counselor would be available to serve as an effective buffer in reducing potential crisis situations before the crisis becomes monumental. The Chief of Police recommends that a professional services agreement be executed -for the services of a Crisis Counselor. Funds are available in the Law Enforcement Trust Fund. 86-433,
