RESOLUTION NO.86-436'
A RESOLUTION DESIGNATING THE LAND SURVEYING
SERVICES FOR CITY OF MIAMI PROJECTS - 1986 AS
A CATEGORY "B" PROJECT; APPOINTING A
CERTIFICATION COMMITTEE OF NOT LESS THAN THREE
(3) dUALIFIED PROFESSIONALS; APPROVING THE
CITY MANAGERIS APPOINTMENT 'OF A COMPETITIVE
SELECTION COMMITTEE OF NOT LESS THAN SIX (6)
MEMBERS; AND APPOINTING JIM LEUKANECH P.E., A
MEMBER OF THE NATIONAL SOCIETY OF PROFESSIONAL
ENGINEERS (NSPE), DEPARTMENT OF PUBLIC WORKS,
AS CHAIRPERSON OF THE COMPETITIVE SELECTION
COMMITTEE, IN ACCORDANCE WITH ORDINANCE NO.
9572 ADOPTED FEBRUARY 10, 19839 AND THE
PROVISIONS OF SECTION 18.52.3 OF THE CITY
CODE, WHICH LEGISLATION ESTABLISHED PROCEDURES
FOR PROCURING SAID PROFESSIONAL SERVICES, AND
ALSO ESTABLISHED COMPETITIVE NEGOTIATION
REQUIREMENTS WITH REGARD TO THE FURNISHING OF
SUCH SERVICES.
WHEREAS, a substantial number of City of Miami projects
are scheduled for the immediate future; and
WHEREAS, the planning, design and construction of said
projects will require land surveying services; and
WHEREAS, the City of Miami Public Works Department is
insufficiently staffed to accomplish all land survey work
necessary for said projects; and
WHEREAS, the two year terms of the four private
surveyors now under agreement with the City will expire late this
year; and
WHEREAS, upon expiration of said existing agreements it
will be necessary to engage three land survey firms to further
render professional and technical services; and
WHEREAS, the cost of land survey services will be paid
from the project expenses allocated for each individual project;
and
WHEREAS, the City Manager recommends that the Land
Surveying Services for City of Miami projects - 1986 be
designated a Category "B" Project in accordance with the
provisions of Ordinance No. 95729 adopted February 10, 1983; and

WHEREAS, Ordinance No. 9572 requires the establishment
of a Certification Committee of not less than three (3)
professionals, qualified in the fields of endeavor or practices
involved, to review the qualifications, performance data and
related information provided by those responding to the City's
Request for Professional Services; and
WHEREAS, Ordinance No. 9572 also requires the City
Manager to appoint a Competitive Selection Committee comprised of
a minimum of six (6) members from the following departments and
I;
sectors
(A) One from the Department in charge of the Project.
(B) One from each of a maximum of three departments
identified as principal users of the project.
(C) The Supervisor of the Inspection Division of the
Building and Zoning Department or his designee.
(D) The Director of Finance or his designee.
(E) The City Manager or his designee.
(F) One or more professionals in the field of practice
involved; and
WHEREAS, recommendations made by the Competitive
Selection Committee are to be submitted to the City Commission
for approval. Thereafter, and prior to the execution of any
contract, the City Commission shall instruct the City Manager to
commence negotiations based on the Commission's approval of the
rank order of proposed Consultants; and
WHEREAS, the City Manager recommends that Jim
Leukanech, P.E., NSPE, Department of Public Works, be appointed
Chairperson of the Competitive Selection Committee in accordance
with the provisions of said Ordinance;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE
CITY OF MIAMI, FLORIDA:
Section 1. The Land Surveying Services for City of Miami
projects - 1986 is hereby designated as a Category "B" Project in
accordance with the provisions of Ordinance No. 9572, adopted
February 10, 1983, and the provisions of Section 18.52.3 of the
City Code, which legislation established procedures for procuring
certain professional services and also established competitive
negotiation requirements with regard to the furnishing of such
services.

Section 2. The City Commission hereby appoints as the
Certification Committee for this project: Walter K. Brown,
R.L.S., and Robert Barbanera, R.L.S., a member of the National
Society of Professional Surveyors (NSPS) and Jim Leukanech, P.E.,
a member of the National Society of Professional Engineers
(NSPE), as professionally qualified City staff representing the
Surveying and Engineering Professions .
Section 3. The City Manager's selection of the following
persons to the Competitive Selection Committee from within those
departments and sectors identified above is hereby approved.
(A) Jim Leukanech, P.E. (N.S.P.E.) Public Works.
(B) John Gilchrist, Director Dept. of Development
Jim Kay, P.E., Public Works
Al Armado, Property Manager, Finance
(C) Santiago Ventura, A.I.A., Building & Zoning
(D) Mary Meynarez, Finance
(E) Adrienne Macbeth, General Services
(F) Stan Shalita, R.L.S., General Development Corp.
Joe Campa, R.L.S., Florida Power & Light Co.
Section 4. Jim Leukanech, P.E. NSPE, Department of
Public Works, is hereby appointed as Chairperson of the
Competitive Selection Committee in accordance with the provisions
of Ordinance No. 9572.

It is recommended that a resolution be adopted
designating the Land Surveying Services for City
of Miami Projects - 1986 as a Category "B"
Project; appointing a certification committee of
not less than three (3) qualified professionals;
Approving the City Manager's appointment of a
Competitive Selection Committee of not less than
six (6) members and appointing Jim Leukanech,
P.E. (NSPE) of the Public Works Department as
Chairperson of the Competitive Selection
Committee.

Numerous projects and improvements are anticipated
throughout the City in the immediate future. The Public
Works Department is insufficiently staffed at this time to
accomplish all the survey work necessary to accommodate
these projects.
The agreements with four (4) survey firms now engaged by the
City will expire in June, September (2) and October of 1986.
It is now appropriate, therefor, to prepare for the
selection of three (3), Land Survey firms to further render
the necessary professional and technical services once the
existing agreements have ended.
In accordance with Ordinance No. 9572 adopted February 10,
1983 the proposed resolution will designate Land Surveying
Services for City of Miami Projects - 1986 as a Category "B"
project, select a City staff of three (3) qualified
professionals to the Certification Committee, approve the
City Manager's appointment of a Competitive Selection
Committee of not less than six (6) members and appoint Jim
Leukanech, P.E. (NSPE) of the Public Works Department as
Chairperson of the Competitive Selection Committee.

Ordinance No. 9572 provides further that there be
recommendations made by the Competitive Selection Committee
to the City Commission for approval: thereafter, and prior
to the execution of any contract, the City Commission shall
instruct the City Manager to commence negotiations based on
