A RESOLUTION ORDERING MANOR HIGHWAY
IMPROVEMENT - PHASE IV H-4519 AND
DESIGNATING THE PROPERTY AGAINST WHICH
SPECIAL ASSESSMENTS SHALL BE MADE FOR A
PORTION OF THE COST THEREOF AS MANOR
HIGHWAY IMPROVEMENT DISTRICT - PHASE IV
H-4519.
WHEREAS, the overall condition of certain street rights of
way in the Manor area has deteriorated; and
WHEREAS, the deteriorated streets have parkways in poor
condition due to extensive on -street parking, pavement that is
narrow, in poor condition and/or out of grade, and drainage
problems exist; and
WHEREAS, the proposed improvements will include new
asphaltic pavement, concrete curbs and/or gutters, concrete
sidewalk, storm drainage facilities and landscaping; and
WHEREAS, MANOR HIGHWAY IMPROVEMENT - PHASE IV H-4519 is
included in the City of Miami's Capital Improvement Program;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE
CITY OF MIAMI, FLORIDA:
Section 1. A local improvement described as MANOR HIGHWAY
IMPROVEMENT - PHASE IV H-4519, shall be made under Section 56 of
the Charter of the City of Miami, as amended, located in the area
bordered by N.W. 50 Street, N.W. 54 Street, N.W. 12 Avenue and
N.W. 17 Avenue.
Section 2. This improvement shall include clearing and
grading, construction of asphaltic pavement, concrete curbs
and/or gutters, concrete sidewalk, storm drainage facilities and
landscaping.

Section 3. This improvement shall be designated in all
proceedings and assessments as MANOR HIGHWAY IMPROVEMENT - PHASE
IV H-4519 and the property against which special assessments
shall be made for a portion of the cost thereof, hereunder shall
be designated as MANOR HIGHWAY IMPROVEMENT DISTRICT - PHASE IV H-
4519 with the following property descriptions by lot and block
number constituting all of the pieces of property affected by the
said improvements:

It is recommended that a resolution be
adopted ordering the MANOR HIGHWAY
IMPROVEMENT - PHASE IV H-4519, IN THE
MANOR HIGHWAY IMPROVEMENT DISTRICT -
PHASE IV H-4519.
In a continuing effort to serve the residents of the City of 4
Miami, a local improvement described as MANOR HIGHWAY
'
IMPROVEMENT - PHASE IV H-4519, is being proposed as an assessable
improvement under Section 56 of the Charter of the City of Miami.
This district is located in the area bordered by N.W. 50 Street,
N.W. 54 Street, N.W. 12 Avenue and N.W. 17 Avenue.
The condition of certain street rights of way in the Manor area
has deteriorated. The pavement is narrow, in poor condition
and/or out of grade; side parkways are in poor condition; and

drainage problems exist.
All of these problems will be corrected on the streets included is
in MANOR HIGHWAY IMPROVEMENT - PHASE IV H-4519. The proposed
construction will include asphaltic pavement, concrete sidewalk,

MANOR HIGHWAY IMPROVEMENT - PHASE IV is included in the City of

Miami's 1985-91 Capital Improvement Program. The construction of

this improvement will be funded by Highway and Storm Sewer
General Obligation Bond Funds. The estimated total cost of this
project is $2,700,000.
At the April 10th City Commission meeting, the Commission
requested the Department of Public Works to hold an evening
neighborhood meeting to discuss the proposed improvements with
the affected property owners. This meeting was held at 7:00 P.M,
on Tuesday,_ May_ 13,_ 1986. in the Allapattah Junior High School
Auditorium at 1331 N.W. 46 Street.
