SPORTSWEAR AT A TOTAL PROPOSED COST OF $4,362.54 FOR FURNISHING UNIFORM TEE SHIRTS AND JULES BROTHERS AT A PROPOSED COST OF $1,636.80 FOR FURIJISHING BASEBALL STYLE CAPS ON A CONTRACT BASIS FOR ONE (1) YEAR RENEWABLE ANNUALLY TO THE DEPARTMENT OF FIRE, RESCUE AND INSPECTION SERVICES AT A TOTAL PROPOSED FIRST YEAR COST OF $5,999.34; ALLOCATING FUNDS THEREFOR FROM THE 1985-86 OPERATING BUDGET; AUTHORIZING THE CITY MANAGER TO INSTRUCT THE CHIEF PROCUREMENT OFFICER TO ISSUE PURCHASE ORDERS FOR THESE SUPPLIES. WHEREAS, pursuant to public notice, sealed bids were received December 2, 1985 for the furnishing of Uniform Tee Shirts and Baseball Style Caps to the Department of Fire, Rescue and Inspection Services; and WHEREAS, invitations were mailed to fifty four (54) potential suppliers and five (5) bids were received; and WHEREAS, funds for this purchase are available in the 1985-86 operating Budget; and — WHEREAS, these supplies will be used by the Department of Fire, Rescue and Inspection Services for the purpose of wearing these Tee Shirts and baseball style caps during less formal activities in lieu of the standard dress uniform preventing unnecessary wear and tear on dress uniforms; and WHEREAS, the City Manager and the Director of the Department of Fire, Rescue and Inspection Services recommend that the bids received from P.A. Sportswear and Jules Brothers be accepted as the lowest responsible and responsive bids; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The December 2, 1985 bids of P.S. Sportswear at a proposed cost of $4,362.54 for furnishing Uniform Tee Shirts and Jules Brothers at a proposed cost of $1,636.80 for furnishing Baseball Style Caps on a contract basis for One (1) year renewable annually to the Department of Fire, Rescue and Inspection Services at a total proposed cost of $5,999.34 is hereby accepted with funds therefor hereby allocated from the 1985-86 Operating Budget. SPORTSWEAR AND UNIFORM BASEBALL STYLE CAPS FROM JULES BROS. UNIFORMS AS PER BID NO. 85-86-16 FOR THE DEPARTMENT OF FIRE, RESCUE AND INSPECTION SERVICES. THE INITIAL PURCHASE COST WILL BE $5,999.34o This is a request from the Department of Fire, Rescue and Inspection Services to award the Bid for uniform Tee shirts to P. A. Sportswear and uniform baseball style caps to Jules Bros. Uniforms. This contract will allow for the purchase of uniform Tee shirts and baseball style caps for all uniformed members in all Divisions of the Department at an initial cost of $5,999.34. Uniform Tee shirts and baseball style caps are worn during less formal activities in lieu of the Standard dress uniform. This procedure prevents unnecessary wear and tear on dress uniforms. The less expensive Tee shirts and caps also make the procedure more cost effective. VII Uniform clothing is furnished to all fire fighters. The uniform clothing ensemble consists of navy blue trousers and white shirt or navy blue tee shirt, navy blue jump suit and baseball style cap. Paramedics generally wear jump suits for for ease of donning to respond to emergencies during those times of the day when clothing is not usually worn e.g. taking a shower, sleeping hours etc. Fire Fighters generally wear trousers and shirts or - tee shirts and don protective clothing during those times of the day when clothing is not usually worn. Our uniform clothing specifications require garments to be comfortable, durable, easy to maintain and have a good appearance. These requirements will assure that each fire fighter has as appropriate garment to wear while performing their duties. There is a certain amount of _ pride associated with being a fire fighter and the uniform identifies the fire fighter and is symbolic of their commitment and dedication to the preservation of life and property. Baseball style caps are used in conjunction with the rest of the uniform clothing ensemble to identify the fire fighter and also to protect the top of the head from the elements and shade the eyes from the sun. The baseball cap is much lighter and easier to maintain than the fire fighting head protection helmet which makes the cap more appropriate for non —fire fighting activities. The uniform tee shirt is another supplemental garment worn during less formal activities such as training, physical fitness, station duties, etc. The tee shirt provides a considerable cost savings in that a white uniform dress shirt cost $17.26 and the tee shirt cost $3.29. Wearing uniform tee shirts during less formal activit es eliminates unnecessary wear and tear on the more expensive dress shirt. The tee shirt is more comfortable allows for more flexibility and is more suitable for strenuous activities. The City of Miami Fire Department is a Class I Fire Department and in many areas sets the standards by which others are judged. The Fire Fighters performance and appearance are a direct reflection of the City of Miami. The appearance of the fire fighter is sometimes the first impression the public receives. In an emergency the patient's impression of the fire fighter's appearance may either generate confidence or apprehension and sometimes the attitude of the patient can determine success or failure of the treatment. VIII Without the Baseball style cap we loose the benefit of a very identifiable part of the uniform clothing ensemble. The head being the highest part of the human body a cap is generally the most recognizable garment. Exposure protection for the top of the head and the eyes can only be provided by the uniform baseball style cap at a cost of $2.48 or the fire fighter head protection helmet at a SG-424: - cost of $57.00. Since the cap is lighter, more comfortable and easier to maintain it is much more practical to wear for non -fire fighting activities than the heavier and more expensive fire fighter's helmet. Without the uniform tee shirt we loose the benefit of a more comfortable and flexible garment. Considering the cost of a tee shirt and the dress shirt it seems impractical to wear an expensive dress shirt during less formal activities. If the fire department does not furnish uniform baseball style caps and tee shirts each fire fighter will proba'bly furnish their own and we will end up with a potpourri of caps and tee shirts. This situation would .be very unprofessional and this is not the image the City of Miami Fire Department wants to project.
