A RESOLUTION ACCEPTING THE BID OF RADIO
SHACK CO. FOR FURNISHING C.B. RADIO
EQUIPMENT TO THE DEPARTMENT OF POLICE AT
A TOTAL PROPOSED COST OF $9,300.60;
ALLOCATING FUNDS THEREFOR FROM THE LAW
ENFORCEMENT TRUST FUND; AUTHORIZING THE
CITY MANAGER TO INSTRUCT THE CHIEF
PROCUREMENT OFFICER TO ISSUE A PURCHASE
ORDER FOR 'PHIS EQUIPMENT.
WHEREAS, pursuant to public notice, sealed bids were
received April 28, 1986 for the furnishing of C.B. Radio
Equipment to the Department of Police; and
WHEREAS, invitations were mailed to twenty (20)
potential suppliers and one (1) bid was received; and
WHEREAS, funds for this purchase are available in the
Law Enforcement Trust Fund; and
WHEREAS, this equipment will be used by the Department
of Police for the purpose of establishing a Senior Citizens Alert
Network to provide the senior citizens of our community with a
communication network system that will provide direct commands
with the police department; and
WHEREAS, the City Manager and the Director of the
Department of Police recommend that the bid received from Radio
Shack be accepted as the lowest responsible and responsive bid;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE
CITY OF MIAMI, FLORIDA:
Section 1. The April 28, 1986 bid of Radio Shack for
furnishing C.B. Radio Equipment to the Department of Police at a
total proposed cost of $9,300.60 is hereby accepted with funds
therefor h ereby allocated from the Law Enforcement Trust Fund.

instructed the Chief Procurement Officer to issue a Purchase
Order for this equipment.

Ordinance No. 10062 established a goal of Awarding 51% of the
City's total dollar volume of all expenditures for All Goods and
Services to Black, Hispanic and Women Minority Business
Enterprises on an equal basis.
Minority Vendors who are interested in submitting bids and who
are not registered with the City as minority vendors are advised
to contact the City Purchasing Office. 1145 N.W. llth Street,
Room 126, Telephone 579-6380.
Detailed specifications for the bid are available upon request at
the City Purchasing Office.
The City Manager may reject all bids and readvertise.

IT IS RECOMMENDED THAT A RESOLUTION BE
PASSED ACCEPTING THE LOWEST RESPONSIBLE
AND RESPONSIVE BID AS RECEIVED FROM
RADIO SHACK TO PROVIDE C.B. RADIO
EQUIPMENT FOR THE POLICE DEPARTMENT AT A
TOTAL PROPOSED COST OF $9,300.60.
The City Commission passed Resolution No. 86-55 at the January
23, 1986, meeting allocating funds for the purpose of
establishing a Senior Citizen Alert Network (S.C.A.N.) to
provide the senior citizens of our community with a
communication network system that would provide direct
communications with the police department.
This program is being established due to the growing concerns
over recurring victimization of elderly residents at congregate
living facilities. Approximately twenty-three (23) sites have
been selected by the police department and will serve as relay
stations between all satellite units and the Miami Police
Department to ensure faster police response.
Each home base site will be equipped with a stationary
transmitter receiver and portable radios and will be staffed by
volunteers who will operate the system seven (7) days a week
from 8: 00 a.m. to 9 : 00 p .in.
Ms. Adrienne MacBeth, Special Assistant to the City Manager was
contacted reference Minority Bidder participation. Only one (1)
bid was received, that of Radio Shack. Accordingly Radio Shack
has met the City's requirements and can be awarded the bid.
Funds are available from the Law Enforcement Trust Fund per
Resolution No. 86-55 (copy attached).

EXCEED TWENTY THOUSAND DOLLARS
($20,000.00) FOR THE: PURCHASE OF BASE
STATION RADIO EQUIPMENT, HAND HELD
RADIOS, CHARGERS AND INSTALLATION OF
EQUIPMENT FOR THE IMPLEMENTATION OF A
SENIOR CITIZENS ALERT NETWORK
(S.C.A.N.), FROM THE CITY OF MIAMI LAW
ENFORCEMENT TRUST FUND, SUBJECT TO THE
AVAILABILITY OF FUNDS.
WHEREAS,. the City Commission recognizes the need to
establish a communication network system that will provide the
senior citizens of our community with direct communications with

the police department, and
WHEREAS, the program is being est.:;lished due to the
.growing concerns over recurring victi.—Zation of elderly
residents at congregate living facilities, and
WHEREAS, this program will provide direct access to police
services through the establishment of twenty -sight (28) home base
station sites to serve as relay stations be--.,een satellite units
and the Miami Police Department, and
WHEREAS, each -base site will be staff-3 oy senior citizen
volunteers to operate the system seven days z. week from 8:00 a.m.
to 9:00 p.m., and
WHEREAS, each satellite site will be equipped with a
portable radio to ensure constant communication with the
respective base sites, and
WHEREAS, each home base site will opc:3te in three shifts
of 4 hours and 20 minutes each, and
WHEREAS, tk4e Miami Police Department has designated
responsibility for monitoring communications from the home base
sites to the Community Relations Section, Patrol Section, and the
Communication Section, and
WHEREAS, all training of program volunteers will be
provided by the Miami Police Department, and
WHEREAS, funding will be required to purchase this
equipment and to provide for installation costs to be incurred by

WHEREAS, funds to cover the cost of this equipment and the
installation expenses have not been included in the Police
Department's normal operating budget; and
WHEREAS, the Chief of Police has recommended adoption of
this resolution and that funds to cover these equipment costs and
installation expenses be allocated from the City of Miami Law
Enforcement Trust Fund;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE
CITY OF MIAMI, FLORIDA:
Section 1. An amount, not to exceed Twenty Thousand
Dollars ($20,000.00), is hereby allocated to cover the purchase
of radio base:station equipment, hand held radios, radio chargers
and provide 'installation cost to implement the Senior Citizens
Alert Network,(S.C.A.N.), from the City of :Miami Law Enforcement
Trust Fund, to provide direct communica=.on with the Police
Department to more effectively combat crime around senior citizen
complexes and offer better protection to our senior citizens.
