AUTHORIZING THE CITY MANAGER TO ACCEPT
THE GRANT AWARDS FROM THE UNITED STATES
DEPARTMENT OF LABOR AND TO ENTER INTO THE
NECESSARY CONTRACT(S) AND/OR AGREEMENT(S)
WITH THE SOUTH FLORIDA EMPLOYMENT AND

WHEREAS, the South 1'lorida Employment and Training
Consortium has allocated $60,000 to tile City of Miami for the
purpose of continuing tide funding for liaison services with the
Consortium from July 1, 1986 through June 30, 1987; and
WHERLAS, tile United States Government passed the Job
Training Partnership Act (Public Law 97-300) on c)ctoher 13, 1982
with the purpose to establish programs to prepare youth and
unskilled adults for entry into the labor force and to afford job
training to those economically disadvantaged individuals and
ocher individuals facing serious barriers to employment, who are
in special heed of such training to obtain productive employment;

WHEREAS, the City of Miami has submitted a :622,000 proposal
to the South Florida Employment and Training Consortium to place
314 participants into oii-the-job training with the City of Miami
providiriy one-half of the participants' S.11dry for an average
training period of eigilt weeks; and

Section 2. This appropriation is contingent upon the
approval of the City's upplication by the South Florida
Employment and Training Consortium and the City Manager's
acceptance thereof.
Section 3. Ttie City [Manager is hereby authorized to accept
the grants as set forth in the preamble to this ordinance and to
enter into the necessary contract(s) and/or agreement(s) to
accept these grants.
Section 4. All ordinances or parts of ordinances insofar as
they are in conflict with the provisions of this ordinance are
hereby repealed.
Section 5. if any section, part of section, paragraph,
clause, phrase, or word of this ordinance is declared invalid,
the retraining provisions of this ordinance shall not be affected.

The City will continue it.- liaison fl:-)m Jul; J., 19b6 through
June 30, 1987 with $6r),000 provided by t.l:e Consortium. The liair.on
activities covered by grant are h-.ul,ll.ed by 1-he Department of
Personnel Management.
The South Florida Employment and Training Consortium/Private Industry
Council (PIC) will also allocate funding for the same period to
continue the Miami Job Development Pj()(�ram operated by the Department
of Personnel Management. The pr-:,9r:1m' s 1986- 87 proposal requesting
$622,000 was submitted r..�cently. Trig l'ual. funding allocation will
not be known until the PIC and the Cc':.,sclxtium i oard %eet during the
last week in June.
The Miami Job Development Program i enc;i.nq its third year under the
Job Training Partnership Act (JTPA). The }grogram places economically
disadvantaged persons, school dropouts, hl,ndi.capped and older workers•
in jobs with local employers who agree to provide on-the-job trainin,?
(OJT) for a period ranging from f.')ur to.ten weeks. Employers are
reimbursed for 50% of the OJT wa<;es paid to program participants
based on their agreement to retail+ as unsubsi6i,7ed employees, those
who successfully c•:)mplete OJT.

This year's program has placed to date 250 individuals in OJT.
While some of these participants have not yet completed their
training period, approximately 70% of those terminated already have
been retained in unsubsidized employment for a minimum of 30 days.
By the end ofthe�r_ogram year the grant's performance -based
reimbursements are expected to meet all program costs.
The amount of funding for the Office of Intergovernmental Liaison and
the amount requested for the Miami Job Development Program were not
determined until early May. Since expenditures under these grants
will begin July 1, 1986, this Ordinance is submitted on an emergency
basis.
