HomeMy WebLinkAboutR-86-0501J-86=531I I RESOLUTION NO. q� ;••-r�(� ; A RESOLUTION CLOSING CERTAIN STREETS TO THROUGH VEHICULAR TRAFFIC AND ESTABLISHING A TEMPORARY PEDESTRIAN MALL IN CONNECTION WITH THE HAITIAN AMERICAN 4TH OF JULY CELEBRATION TO BE HELD JULY 4, 1986; SAID STREET CLOSING SUBJECT TO THE ISSUANCE OF PERMITS BY THE DEPARTMENTS OF POLICE, FIRE, RESCUE AND INSPECTION SERVICES AND ASSURANCES THAT THE CITY WILL BE INSURED AGAINST ANY POTENTIAL LIABILITY; ESTABLISHING AN AREA PROHIBITED TO RETAIL PEDDLERS AND FURTHER AUTHORIZING THE SALE OF BEER AND WINE DURING THE EVENT; SAID ALLOCATION CONDITIONED UPON THE ORGANIZERS PAYING FOR ALL COSTS OF CITY SERVICES ASSOCIATED WITH SAID EVENT. WHEREAS, the Haitian American 4th of July celebration has been planned for July 4, 1986, on N.E. 54th Street from Miami Avenue to N.E. 2nd Avenue; and WHEREAS, certain streets shall be closed to through vehicular traffic during specified dates and hours to insure the safety of the pedestrians attending this event; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. In order to effectuate safe passage and establish a temporary pedestrian mall during the Haitian American 4th of July celebration, the following streets are hereby closed to through vehicular traffic from 10:30 a.m. to 7:00 p.m. on July 4, 1986: - N.E. 54th Street from Miami Avenue to N.E. 2nd Avenue - All streets and avenues intersecting the area listed above Section 2. Such closing of streets is subject to the issuance of permits by the Departments of Police and Fire, Rescue and Inspection Services. Said permit from the Department of Police is to be issued upon the full approval of the Chief of Police after giving all due consideration to the safety and traffic needs of residents, businesses, and religious institutions in the area for entering and crossing through said arterials and upon the favorable exercise of the City Manager's judgment predicated upon all factors set forth herein. Section 3. Such closing of streets is subject to the organizers obtaining insurance requirements as mandated by the City of Miami, Department of Finance, Risk Management Division. Pursuant to the provisions of Ordinance No. 8851, enacted September 28, 1978, all retail peddlers' occupational licenses issued under the provisions of Chapter 31 of the City Code, as amended, will not be valid on July 4, 1986, during the hours of 10:30 a.m. to 7:00 p.m., on N.E. 54th Street from Miami Avenue to N.E. 2nd Avenue. Section 5. Upon the issuance of a temporary permit by the Florida State Department of Business Regulation, Division of Alcoholic Beverages and Tobacco to sell beer and wine, and pursuant to the City Code, the request of the organizers to sell beer and wine for one day in connection with the Haitian American 4th of July Celebration scheduled for July 4, 1986, is hereby granted in compliance with Ordinance No. 9818, further subject to the issuance of all permits required by law. Odio tu, City Manager DATE: J U H 18 1986 FILE: SUBJECT: Haitian American 4th of July Celebration --Street Closure/Restriction of REFERENCEs:Retail Peddlers Commission Agenda Item ENCLOeuREsjune 26, 1986 It is recommended that the City Commission adopt the attached resolution authorizing the closure of certain streets, establishing a temporary pedestrian mall, establishing an area prohibited to retail peddlers, and authorizing the sale of beer and wine during the Haitian American 4th of July Celebration to be held July 4, 1986. All costs for this event will be paid by the organizers. The organizers of the Haitian American 4th of July Celebration have requested that certain streets be closed, authorization to sell beer and wine, and that an area prohibited to retail peddlers be established during the event. In order to provide safe passage to participants and pedestrians during the event, it is recommended that the following streets be closed to traffic during the event from 10:30 a.m. to 7:00 p.m., Friday, July 4, 1986, conditioned upon Mr. Despinosse providing the necessary insurance and funds to pay for the cost of City services: - N.E. 54th Street from Miami Avenue to N.E. 2nd Avenue - All streets and avenues intersecting the area listed above. It is recommended that the City Commission approve the attached resolution. Attachment 145 8G-501:
