HomeMy WebLinkAboutR-86-0497RESOLUTION NO A RESOLUTION FORMALIZING THE CITY COMMISSION'S INTENT TO ALLOCATE $65,000 OF 12TH YEAR COMMUNITY DEVELOPMENT BLOCK GRANT FUNDS PREVIOUSLY APPROPRIATED BY ORDINANCE N0. 10112 ADOPTED JUNE 12, 1986, TO ONE (1) HISTORIC PRESERVATION PROJECT AND ONE (1) HOUSING RELATED PROJECT PREVIOUSLY IDENTIFIED IN RESOLUTION NO. 86-296 WHICH AUTHORIZED THE CITY MANAGER TO SUBMIT A GRANT APPLICATION TO THE U.S. DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT FOR THE PROPOSED 12TH YEAR (1986- 87) COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM, AND FURTHER AUTHORIZING THE CITY MANAGER TO ENTER INTO AGREEMENTS WITH CERTAIN AGENCIES FOR SAID APPROVED PROJECTS IN` A FORM ACCEPTABLE TO THE CITY ATTORNEY. WHEREAS, the City Commission adopted Resolution No. 86- 296 on April 22, 1986, thereby authorizing the City Manager to submit a grant application to the U.S. Department of Housing and Urban Development for the proposed Community Development Block Grant Program during 1986-87; and WHEREAS, funds have previously been appropriated by Ordinance No. 10112 passed and adopted June 12, 1986. NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. $65,000 of 12th Year Community Development Block Grant funds, previously appropriated by Ordinance No. 1_01_12 1 adopted June 12, 1986, are hereby allocated as specified below: AGENCY/PROJECT AMOUNT Black Archives History and Research $31,000 Foundation of South Florida, Inc./ Overtown History Preservation Jewish Family Services of Greater Miami/Senior Security Program 34,000 TOTAL ALLOCATION $65,000 Section 2. The City Manager is hereby authorized to enter into agreements, in a form acceptable to the City Attorney, with the aforementioned agencies to implement their respective projects, subject to the conditions and limitations contained herein and in the City Code. Commission adopt a Commission's intent n Year Community the Black Archives of South Florida, of Greater Miami, approved historic projects identified At its meeting of April 22, 1986, the City Commission authorized the.City Manager to submit an application to the U.S. Department of Housing and Urban Development for the proposed 12th Year (1986-87) Community Development Block Grant Program. The application included $31,000 for the Overtown Historic Preservation Program and $34,000 for the Senior Security Program, a housing related project. These projects are not public services (social services). and therefore, are not part of the fifteen percent (15%) cap on social services. The social services projects are discussed as a separate item. The Black Archives History and Research Foundation of South Florida, Inc. operates the Overtown Historic Preservation Program. The agency surveys, organizes, collects and processes historical records relating to the development of the Culmer-Overtown area and makes this data available to the public for research and information purposes. Jewish Family Services of Greater Miami, Inc. operates the housing related Senior Security Program. The agency installs security systems (locks, deadbolts, etc.) to elderly crime victims. The agency works in conjunction with the City of Miami Police Department, which provides reports of elderly crime victims and recommends security measures to deter future crime. This project provides its services on a Citywide basis. The attached resolution formalizes the intent of the City Commission to allocate the aforementioned $65,000 to these two previously approved agencies. Attachment 86-497 13
